Resolution Accepting United States Department of Transportation Grant and Updating TR2501 - Vision Zero Action Plan (Budget Amendment Number 26.029)

WHEREAS, on February 24, 2021, the City Council adopted Resolution No. 40-2021, establishing the City's Vision Zero goal of eliminating traffic deaths and severe injuries by 2025 and directing staff to prepare a Vision Zero Action Plan; and

WHEREAS, on May 8, 2024, the City Council adopted Resolution No. 64-2024, authorizing submittal of a grant application to the federal Safe Streets and Roads for All (SS4A) program for up to $5 million, including funding for a Vision Zero Action Plan; and

WHEREAS, on June 12, 2024, the City Council adopted Resolution No. 96-2024, approving the FY 2024-25 Capital Improvement Program, which included Vision Zero-related projects; and

WHEREAS, the City was awarded a $400,000 grant from the United States Department of Transportation (USDOT), administered through the Federal Highway Administration (FHWA), to develop and implement the Vision Zero Action Plan; and

WHEREAS, staff recommends updating the name and description of Capital Improvement Project TR2501 to reflect the unified scope of the Vision Zero Action Plan focused on plan development and policy implementation; and

WHEREAS, staff further recommends approval of Budget Amendment Number 26.029 to incorporate the grant revenues and adjust expenditures in the FY 2025-26 Capital Improvement Program accordingly.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that:
1. The City Council hereby accepts the $400,000 grant award from the USDOT.
2. The City Council authorizes the City Manager to execute a funding agreement with the FHWA for said grant award.
3. The City Council directs that the name and description of Capital Improvement Project TR2501 be updated to 'Vision Zero Action Plan' in accordance with the staff report.
4. The City Council approves Budget Amendment Number 26....
