RECOMMENDATION
Recommendation
It is recommended that the City Council review updates to the Memorandum of Understanding (MOU) (Version 14) concerning the use and duties of School Liaison Officers (SLOs) and make any desired changes. If the MOU with amendments is found to be satisfactory, it is recommended that the City Council by motion approve and authorize the City Manager to return this updated MOU to the South San Francisco Unified School District for concurrence.

BACKGROUND/DISCUSSION
The City of South San Francisco, South San Francisco Police Department, and South San Francisco Unified School District have been working to find consensus on an MOU between the City and the School District regarding the Police Department SLO program. The SLO program has been on hold while recent versions of the MOU have been developed.
On November 23, 2021, City Council reviewed version 13 of the MOU. This version was sent to the School District and the School Board, who have made additional amendments. The School District then returned version 14 to the City. The School Board had accepted the majority of Council's edits, with a few differences outlined below. City staff have reviewed and accepted the changes and are seeking Council's feedback.

Updates to the MOU
The School Board accepted most of the changes proposed by Council. The School Board made additional edits to the following sections:
* X(a): The Board updated the regular assessment of the program to be every school year as opposed to "annually."
