Recommendation
Staff recommends that the City Council adopt a resolution accepting grant funding in the amount of $372,849 from the California Department of Housing and Community Development through the Permanent Local Housing Allocation program, approving Budget Amendment Number 26.030.

Body
BACKGROUND
In 2017, the California State Legislature enacted Senate Bill 2 (SB 2), known as the Building Homes and Jobs Act, which established a permanent funding source for affordable housing and homelessness-related services. The Permanent Local Housing Allocation (PLHA) program, administered by the California Department of Housing and Community Development (HCD), is funded by a real estate transaction recording fee.

On July 22, 2020, the City Council approved a resolution authorizing an application for the City's entitlement of PLHA funds and to enter into all required agreements to receive PLHA funds. The City submitted its initial PLHA 5-Year Plan to HCD, which was subsequently approved by HCD. The City's total estimated allocation under the program is not to exceed $1,307,880 over the five-year period.

DISCUSSION
On June 11, 2025, staff presented to City Council a draft PLHA plan amendment allocating the five-year period. City Council approved the resolution authorizing staff to amend the City's 5-Year PLHA plan, as presented.

At this time, the Council is being asked to adopt the required resolution to accept and appropriate the City's Year 3 (2021) of PLHA entitlement. The Year 3 total of $372,849 will support various programs as presented on June 11, 2025 (Attachment 1). The total amount is divided into the following categories:
