Resolution awarding a construction contract to JJR Construction, Inc. of San Mateo, California for the CDBG Ramps and Paths Project (No. ST2506, Bid No. 2701) in an amount not to exceed $723,267.25, authorizing a total construction contract budget of $833,267.25, and authorizing the City Manager to execute the agreement on behalf of the City.

WHEREAS, the CDBG Ramps and Paths Project ("Project") will remove and reconstruct approximately 80 curb ramps at certain locations in the City, and construct an accessible path at Cypress and Pine Park; and

WHEREAS, the City issued a notice inviting bids for the project on March 25, 2025; and

WHEREAS, on April 17, 2025, the City received five (5) bid proposals in response; and

WHEREAS, JJR Construction, Inc. of San Mateo, California was the lowest responsive and responsible bidder and provided competitive unit prices; and

WHEREAS, staff reviewed all bid proposals and identified that the lowest responsive and responsible bidder was JJR Construction, Inc. of San Francisco, California. Staff has verified the low bidder's current contractor's license with the California State Licensing Board and found it to be in good standing; and

WHEREAS, staff recommends awarding the construction contract to JJR Construction, Inc. of San Mateo, California in an amount not to exceed $723,267.25, which is the total for the bid schedule; and

WHEREAS, staff also requests the City Council to authorize an additional $110,000.00 for contingency, for a total construction contract authority of $833,267.25; and

WHEREAS, the Project is included in the City of South San Francisco's Fiscal Year (FY) 2024-2025 Capital Improvement Program (Project No. ST2506) with sufficient funds in FY 2024-2025 to cover the initial construction costs through the end of the current fiscal year.
