Resolution awarding a contract to Roofing Constructors Inc., dba Western Roofing Service to furnish labor, material, and equipment for the roofing of the Corporation Yard Building and authorizing the City Manager to execute an agreement in an amount not to exceed $1,586,100, with a contingency of $158,610 for a total project budget of $1,744,710.

WHEREAS, the Project is defined as Corporation Yard Roofing Project; and
WHEREAS, the Corporation Yard is a critically important facility in the daily operation of the City and its roof is in dire need of replacement, recently experiencing areas of failure; and
WHEREAS, the City advertised the Project for competitive bidding on June 13, 2025, where the base bid includes removal of the existing roofing; and
WHEREAS, the Project also includes installation of new roofing insulation material and sheet metal flashings; and
WHEREAS, the City received nine bids, and the lowest responsive and responsible bidder was determined to be Western Roofing Services in the amount of $1,586,100; and
WHEREAS, staff recommends the Project budget include a ten percent contingency ($158,610) for additional potential costs related to unforeseen conditions during construction and that the construction work to commence in September 2025 and conclude by October 2025 before the rainy season begins.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a contract to Roofing Constructors Inc., dba Western Roofing Service of 15002 Wicks Blvd., San Leandro, California for the Corporation Yard Roofing Project in an amount not to exceed $1,586,100. The City Council further authorizes a ten percent project contingency equal to $158,610, for a total project budget of $1,744,710.
