Recommendation
Adopt a resolution authorizing the City Manager, Assistant City Manager, Economic and Community Development Director, or their respective designees to execute and submit applications, certifications, assurances, agreements, reports, amendments, and other documents required by the U.S. Department of Housing and Urban Development (HUD) for the administration of the Community Development Block Grant (CDBG) Program for the current and future program years.

BACKGROUND/DISCUSSION
The City of South San Francisco is an entitlement community under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program and annually receives federal funding to support eligible community development, housing, and public improvement activities that principally benefit low- and moderate-income residents.
As a condition of receiving CDBG funding, HUD requires the City to execute and submit numerous applications, certifications, assurances, agreements, reports, amendments, environmental documents, and other administrative documents throughout each program year. These documents include, but are not limited to, Form SF-424, Consolidated Plan and Annual Action Plan submissions, Consolidated Annual Performance and Evaluation Reports (CAPERs), grant agreements and amendments, environmental certifications, Requests for Release of Funds, Integrated Disbursement and Information System (IDIS) submissions, drawdown requests, and other documents necessary for the receipt, administration, expenditure, reporting, and closeout of CDBG funds.
