Resolution approving the stormwater management service charges for fiscal year 2026-27, and directing the stormwater management service charges to be collected on the official tax assessment roll

WHEREAS, South San Francisco Municipal Code Chapter 14.04 enables the City of South San Francisco ("City") to establish a system of charges for the local portion of the San Mateo County Stormwater Management Program; and
WHEREAS, pursuant to South San Francisco Municipal Code Chapter 14.04, a public hearing notice, announcing a public hearing to be held on June 10, 2026, was published as required for the enactment of the subject stormwater charges; and
WHEREAS, the proposed local program budget for fiscal year (FY) 2026-27 is $1,210,045; and
WHEREAS, the Stormwater Service Charges are maintained at the same level established in fiscal year 1993-94; and
WHEREAS, pursuant to South San Francisco Municipal Code Chapter 14.04, the City Council held a duly noticed public hearing on June 10, 2026; and
WHEREAS, staff recommends that the City Council adopt the Report of Stormwater Management Service Charges, approve the Stormwater Management Service Charges for FY 2026-27 for property within the City, and direct stormwater management service charges to be collected on the official tax assessment roll.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby takes the following actions:
1. Adopts the Report of Stormwater Management Service Charges, attached hereto as Exhibit A; and
2. Approves the stormwater management service charges, for FY 2026-27 as set forth in Exhibit B, attached hereto and incorporated herein; and
3. Directs the stormwater management service charges for FY 2026-27 to be collected on the official tax assessment roll, together with real property taxes, and that the amount shall constitute liens upon the properties which shall be effective at the same time and to the same extent as is provided f...
