Staff recommends that City Council adopt a resolution authorizing the allocation of $190,000 from the Community Development Block Grant Program Year 2025-2026 Public Improvement Funding for the CDBG Ramps and Paths Project and approving Budget Amendment Number 26.012.

BACKGROUND/DISCUSSION
The Community Development Block Grant (CDBG) Ramps and Paths Project (st2506), approved by City Council on May 14, 2025, includes the removal and reconstruction of approximately 80 curb ramps at locations throughout the City, as well as the construction of an accessible pedestrian path at Cypress and Pine Park. These improvements advance pedestrian safety and accessibility, particularly for individuals with disabilities.

On May 28, 2025, the City Council approved the CDBG Program Year 2025-2026 (CDBG PY25-26) Action Plan, which included $315,056 in Public Improvement funding. Allocating $190,000 of this funding will allow the completion of the full scope of the project. This action formally allocates $190,000 of those previously accepted funds into the City's Capital Improvement Program, and specifically to project st2506, through Budget Amendment Number 26.012.

Construction began in July 2025 following procurement and contract award. This allocation does not alter the construction contract with JJR Construction or increase the contract amount. The construction scope is already fully funded. The $190,000 in CDBG PY25-26 funds will be used to cover associated supporting project costs, including construction management, contract administration, labor compliance, and project closeout.
