A Resolution of the Parking Place Commission of the City of South San Francisco establishing parking meter and parking permit rates for inclusion in the Fiscal Year 2026-27 Master Fee Schedule

WHEREAS, Municipal Code Section 11.56.020 authorizes the Parking Place Commission to approve parking rates and parking time limits for inclusion in the City's Master Fee Schedule; and
WHEREAS, parking rates and parking permit fees within the downtown parking district have not been adjusted since 2020; and
WHEREAS, the City of South San Francisco completed a downtown parking study conducted by Kimley-Horn and Associates evaluating parking demand, occupancy, utilization, and operational conditions within the downtown parking district; and
WHEREAS, the parking study found that weekend parking occupancy reached approximately 96 percent and weekday parking occupancy reached approximately 83 percent during peak periods; and
WHEREAS, the parking study identified high parking demand, illegal parking activity, and a need for increased parking turnover and parking management strategies during peak periods; and
WHEREAS, the Parking Place Commission reviewed proposed parking meter and parking permit rate adjustments intended to improve parking turnover, parking availability, and utilization of existing parking facilities within the downtown parking district while helping offset increasing operational, maintenance, technology, enforcement, and administrative costs associated with managing the City's parking system; and
WHEREAS, the proposed parking pricing structure maintains the current hourly parking rate within the Miller Parking Garage in order to encourage greater utilization of available off-street parking resources and reduce demand on highly utilized curbside parking spaces; and
WHEREAS, the proposed parking meter and parking permit rates are set forth in Attachment 1 and are intended to support effective parking management and the long-term financial sustainability ...
