Resolution approving a successor Memorandum of Understanding between the City of South San Francisco and International Union of Operating Engineers Local 39, amending the Public Safety Managers Compensation Plan, approving Amendment 2 to the City's wage and salary schedule, and approving Budget Amendment Number 26.025.

WHEREAS, under direction of the City Council, appointed negotiators met and conferred with representatives of the International Union of Operating Engineers Local 39, and met with representatives of the Public Safety Managers Unit, and reached tentative agreement with each unit over compensation and other terms and conditions of employment; and
WHEREAS, the tentative agreements on compensation and other terms are memorialized in proposed Agreements for the term of July 1, 2025-June 30, 2027; and
WHEREAS, each Agreement provides for a four percent (4%) across-the-board wage adjustment for all covered positions in the first year of the agreement, a four percent (4%) across-the-board wage adjustment for all covered positions in the second year of the agreement, and equity adjustments of one percent (1%) for all Fire management classifications and one- and one-half percent (1.5%) for the Police Lieutenant classification; and
WHEREAS, the Agreements provide for enhancements to other terms of compensation, including longevity premium pay, education incentive for police management classifications, and increases to stipends and allowances, and
WHEREAS, staff recommends approval of the Agreements to provide wage adjustments to account for cost-of-living increases, to improve recruitment and retention, and to maintain a competitive position relative to other Bay Area cities.
WHEREAS, staff further recommends approval of Amendment 2 to the City's Fiscal Year 2025-26 Wage and Salary schedule, to incorporate salary adjustments pursuant to the terms of the negotiated agreements and provide for a two and three-tenths percent (2.3%) compactio...
