Recommendation
Staff recommends that City Council, by motion, adopt the Legislative Platform.

BACKGROUND/DISCUSSION
During the City Council meeting on March 25, 2026, City Council directed staff to prepare a legislative platform for Council’s consideration. City staff worked with Townsend Public Affairs, Inc., the City’s state lobbying firm, to prepare the draft platform (see Attachment 2).
The legislative platform establishes a clear framework to guide the City Council, City Manager, staff, and the City’s legislative advocates in advancing state and federal policies that support South San Francisco’s priorities. The draft platform is organized into themes based on the Major Focus Areas outlined in the City Council’s Priorities Action Plan which are as follows:
• Housing and Supportive Services
• Infrastructure and the Environment
• Modern and Sustainable Organization
• Quality of Life
• Welcoming and Connected Community
The platform includes legislative priorities for each focus area and an implementation section.
FISCAL IMPACT
Approval and implementation of the Legislative Platform do not have any additional fiscal impact. Operating budget for the City’s state lobbying services is included in the City Manager’s Office operating budget.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
Implementation of the Legislative Platform assists with all major focus areas.
CONCLUSION
Staff recommends that the City Council formally adopt the legislative platform for the 2026 legislative year by motion. Once adopted, the platform will serve as the official guide for staff to advocate on issues that align with the City’s position on State and Federal legislation in a consistent and timely manner.
