City staff recommends that the City Council adopt a resolution amending Resolution No. 47-2026, authorizing the submittal of an application to the California Transportation Commission for Cycle 8 Active Transportation Program funding and similar grant applications requiring no more than $7,500,000 in local match funds for the South City Active Connections to Jobs and the Bay Project.

BACKGROUND/DISCUSSION

On May 13, 2026, the City Council adopted Resolution No. 47-2026 authorizing the submittal of an application to the California Transportation Commission for Cycle 8 Active Transportation Program (ATP) funding and authorizing up to $3,800,000 in local matching funds for the South City Active Connections to Jobs and the Bay Project.

Following adoption of Resolution No. 47-2026, staff continued refining the City's Active Transportation Program (ATP) Cycle 8 grant application for the South City Active Connections to Jobs and the Bay Project. Through ongoing coordination with the City's grant consultant and further development of the application materials, staff identified an opportunity to improve the competitiveness of the application by increasing the proposed local match contribution.

The ATP is a highly competitive statewide grant program, and application scoring is heavily influenced by project readiness, local commitment, and financial leverage.
