Recommendation
It is recommended that the City Council adopt a resolution authorizing the filing of a grant contract renewal for Community Development Block Grant (CDBG) funds allocated through the City of Daly City for Fiscal Year (FY) 2026-27 in the amount of up to $20,000 to support Project Read and authorize the Director of Finance to adjust the FY 2026-27 revenue budget upon receipt of a grant award letter.

BACKGROUND/DISCUSSION
It is recommended that the City Council adopt a resolution authorizing the filing of a grant contract renewal for CDBG funds allocated through the City of Daly City. In Fiscal Year 2025-26, Project Read has been awarded $20,000 from this program to support approximately 30 adult literacy students living in Daly City. Staff anticipates receiving the same amount in FY 2026-27. The City has received Daly City CDBG funds for nearly twenty years.

Adult Literacy Services will provide literacy tutoring to up to 30 Daly City residents who have difficulty with basic reading and writing. Participants will be paired with trained volunteer tutors for individualized one-on-one or small group sessions. The program supports foundational skill development and promotes self-sufficiency for adults who face barriers to educational and economic stability. Project Read provides literacy services to South San Francisco, Colma, Daly City, and San Bruno. Core adult literacy services include tutoring, instructional workshops, and structured learning activities.
