Resolution authorizing the submittal of an application to the California Transportation Commission for Cycle 8 Active Transportation Program funding and similar grant applications requiring no more than a total of $3,800,000 in local match funds

WHEREAS, the Active Transportation Program (ATP) is a statewide program administered by the California Transportation Commission (CTC) and funded through a combination of federal and state sources, including the federal Transportation Alternatives Set-Aside and California’s Road Maintenance and Rehabilitation Account; and

 

WHEREAS, the ATP was created to encourage increased use of active modes of transportation, including walking and bicycling, and to improve safety, mobility, public health, and environmental outcomes, particularly for disadvantaged communities; and

 

WHEREAS, the CTC has issued guidelines for Cycle 8 of the ATP, establishing eligibility, scoring criteria, and funding priorities for projects that reduce reliance on motor vehicles and improve multimodal safety and connectivity; and

 

WHEREAS, the City of South San Francisco seeks to improve safety, connectivity, and access for people walking and bicycling between residential areas, employment centers, the Caltrain Station Area, and the San Francisco Bay shoreline; and

 

WHEREAS, the City seeks to submit an application for ATP Cycle 8 funding for the South City Active Connections to Jobs and the Bay Project (Project), which advances multimodal access to employment centers, transit, and regional active transportation corridors; and

 

WHEREAS, the total estimated cost of the Project is $35,200,000, of which the City seeks $35,200,000 in Active Transportation Program funding, with a local match contribution not to exceed $3,800,000; and

 

WHEREAS, the City has identified gaps in the active transportation network that limit safe and convenient access to jobs, transit, and regional trail systems; and

 

WHEREAS, the Project proposes to plan, design, and implement multimodal improvements along key corridors, including Poletti Way, connections within the Caltrain Station Area, and E. Grand Ave; and

 

WHEREAS, the Project is consistent with and helps implement the City’s adopted Bike and Pedestrian Master Plan (Active South City), which recommends a Class IV separated bikeway facility along Poletti Way and Class I shared-use paths in the Caltrain Station Area and surrounding corridors; and

 

 

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby:

 

1.                     Directs staff to submit an application to the California Transportation Commission for Cycle 8 Active Transportation Program funding for the South City Active Connections to Jobs and the Bay Project.

2.                     Commits to the completion of the Project, including the contribution of up to $3,800,000 in local matching funds for Project implementation, if the requested funds are awarded.

3.                     Certifies that any funds awarded will be used to supplement existing funds for the Project and will not replace existing funds or resources.

4.                     Authorizes the City Manager, or designee, to execute all funding agreements, amendments, and related documents and to take any other actions necessary to implement the Project and give effect to the associated staff report or this resolution.

 

BE IT FURTHER RESOLVED, that the City Council authorizes the submittal of similar grant applications for the Project requiring no more than $3,800,000 in total local match funds
