Recommendation
It is recommended that the City Council adopt a resolution authorizing the City Manager or designee to execute a purchase agreement with U-Rock Utility Equipment, Inc. for the purchase of a Genesis Recycler Combination Sewer Cleaner in an amount not to exceed $996,889.88; approving Budget Amendment Number 26.016 to appropriate an additional $400,000 from the Sewer Enterprise Fund (Fund 710) to support the Fiscal Year 2026-27 vehicle replacement program; and authorizing the City Manager or designee to execute any documents, non-substantive amendments, or administrative actions necessary to implement the agreement, consistent with the approved budget and applicable purchasing authority.

BACKGROUND/DISCUSSION
The Public Works Department continually evaluates its operational needs to ensure City facilities, equipment, technology, and services remain safe, reliable, and capable of supporting the delivery of high-quality municipal services. As part of these ongoing efforts, staff identified the need to procure a Genesis Recycler Combination Sewer Cleaner to support the City's ongoing sewer maintenance operations and ensure staff have the specialized equipment necessary to maintain the City's sewer collection system safely, reliably, and efficiently.
The City's sewer collection system requires ongoing preventative and corrective maintenance to maintain reliable operations and support compliance with applicable regulatory and permit requirements. Routine sewer maintenance includes cleaning sewer lines, removing accumulated debris and obstructions, responding to blockages and other system conditions, and performing preventative maintenance intended to reduce the potential for service disruptions and sanitary sewer overflows. Reliable access to specialized sewer cleaning equipment is therefore an important component of the City's ability to maintain the collection system in proper operating condition and continue providing uninterrupted wastewater services.
The Genesis Recycler Combination Sewer Cleaner utilizes a water recycling and filtration system that allows water recovered during sewer cleaning operations to be filtered and reused for continued sewer line cleaning. This technology substantially reduces the consumption of fresh water required to perform sewer maintenance while increasing operational efficiency by reducing the need for staff to stop operations to refill the unit with fresh water.
The Genesis Recycler Combination Sewer Cleaner was identified for purchase based on these operational needs and will provide staff with the high-pressure cleaning, vacuum, debris-removal, and water-recycling capabilities necessary to perform routine and emergency sewer maintenance activities. Maintaining reliable access to this equipment will allow staff to perform required maintenance in a timely manner, respond effectively to sewer system conditions, minimize operational disruptions, and keep sewer collection system operations moving forward.
While the Genesis Recycler Combination Sewer Cleaner itself is not a specific regulatory or permit requirement, the equipment provides an important operational capability that enables staff to perform the inspection, cleaning, maintenance, and response activities necessary to support reliable sewer collection system operations and the City's ongoing compliance with applicable regulatory and permit requirements.
The proposed purchase will replace aging equipment, improve operational efficiency, enhance public safety, support regulatory compliance, reduce the potential for sewer service disruptions and sanitary sewer overflows, improve the City's ability to respond to sewer maintenance needs, and further the City's commitment to providing reliable, sustainable, cost-effective municipal services.
The purchase of a combination sewer cleaner was originally planned for Fiscal Year 2025-26. Due to the procurement and ordering process associated with this type of specialized equipment, the purchase was not completed during that fiscal year and is instead being completed in Fiscal Year 2026-27.
The Fiscal Year 2026-27 Sewer Enterprise Fund (Fund 710) vehicle replacement budget totals $1.1 million and supports multiple vehicle and equipment replacement needs within sewer operations. The proposed Genesis Recycler Combination Sewer Cleaner has a purchase price of $996,889.88. Because the existing vehicle replacement budget must also support other planned vehicle and equipment purchases, Budget Amendment Number 26.016 will appropriate an additional $400,000 from available Sewer Enterprise Fund resources to provide sufficient budget authority to complete this purchase while maintaining funding for the remaining Fiscal Year 2026-27 vehicle replacement needs.
Procurement Method
Rather than conducting a separate competitive solicitation, staff recommends utilizing Sourcewell Contract No. 021726-SCA, which was competitively solicited and awarded through Sourcewell's cooperative purchasing program.
Chapter 4.04 of the South San Francisco Municipal Code and the City's Purchasing Procedures permit the use of cooperative purchasing agreements when applicable requirements are satisfied. Utilizing the Sourcewell contract provides the City with access to competitively established pricing, reduces administrative costs, avoids duplication of procurement efforts, shortens procurement timelines, and allows the City to obtain the required equipment in an efficient and cost-effective manner.
U-Rock Utility Equipment, Inc. is an authorized dealer under the applicable Sourcewell cooperative purchasing contract and has provided pricing for the Genesis Recycler Combination Sewer Cleaner in an amount not to exceed $996,889.88.
Staff reviewed the applicable cooperative purchasing documentation and determined that use of the Sourcewell contract represents the best overall value to the City and is consistent with applicable City purchasing requirements.
FISCAL IMPACT
The total purchase amount for the Genesis Recycler Combination Sewer Cleaner is not to exceed $996,889.

The purchase of the combination sewer cleaner was originally planned for Fiscal Year 2025-26. Due to the procurement and ordering process associated with this type of specialized equipment, the purchase was not completed during that fiscal year and is instead being completed in Fiscal Year 2026-27.
Because the existing vehicle replacement budget must also support other planned vehicle and equipment purchases, Budget Amendment Number 26.016 will appropriate an additional $400,000 from available Sewer Enterprise Fund (Fund 710) resources to provide sufficient budget authority to complete the purchase of the Genesis Recycler Combination Sewer Cleaner while maintaining funding for the remaining Fiscal Year 2026-27 vehicle replacement needs.
No General Fund resources are required for this purchase.
Future operating and maintenance costs associated with the equipment are expected to remain within existing departmental budget appropriations unless otherwise identified.

The proposed purchase supports the Infrastructure and the Environment and Modern and Sustainable Organization major focus areas by advancing the City's commitment to providing high-quality municipal services, maintaining and improving public infrastructure, promoting organizational efficiency, and ensuring responsible stewardship of public resources.
The acquisition of water-recycling sewer maintenance equipment will also improve the efficiency and sustainability of sewer maintenance operations by reducing freshwater consumption and increasing staff productivity. The equipment will further support the City's ability to perform preventative and corrective sewer maintenance, maintain reliable collection system operations, reduce the potential for service disruptions and sanitary sewer overflows, and support compliance with applicable regulatory and permit requirements. Utilizing a competitively awarded cooperative purchasing contract further supports transparency, fiscal responsibility, and efficient government operations.
