Recommendation
It is recommended that the City Council adopt a resolution authorizing the filing of grant applications for all California Department of Resources Recycling and Recovery (CalRecycle) grant programs for which the City of South San Francisco is eligible for a period of five years and authorizing the City Manager or their designee to execute all documents necessary to secure, administer, implement, and close out awarded grant funds.

BACKGROUND/DISCUSSION
The California Department of Resources Recycling and Recovery (CalRecycle) administers a variety of grant and funding programs that provide financial assistance to local governments for projects and programs supporting waste reduction, recycling, organics diversion, litter abatement, beverage container recycling, waste tire management, illegal dumping prevention and cleanup, public education and outreach, and other resource conservation and environmental initiatives.
The City of South San Francisco has utilized CalRecycle funding to support Public Works programs and activities, including implementation of Senate Bill 1383 (SB 1383) requirements, recycling and organics programs, public education and outreach, and other waste diversion and sustainability efforts. As additional funding opportunities become available, staff will continue to evaluate CalRecycle grant programs for which the City is eligible and that align with City priorities and operational needs.
CalRecycle requires applicants that are subject to approval by a governing body to provide an authorizing resolution as part of the grant application process. CalRecycle allows a governing body to adopt a resolution authorizing the submittal of applications for all CalRecycle grant programs for which an applicant is eligible, rather than requiring a separate resolution for each individual grant opportunity. Such authorization may remain valid for a period of up to five years.
Adoption of the proposed resolution would provide the City with standing authorization to apply for eligible CalRecycle grant opportunities for a period of five years from the date of adoption. This approach would streamline the grant application process and allow staff to respond efficiently to funding opportunities and application deadlines without obtaining a separate City Council resolution for each CalRecycle grant application.
The proposed resolution would also authorize the City Manager or their designee to execute grant applications, agreements, amendments, requests for payment, reports, and other documents necessary to secure, administer, implement, and close out CalRecycle grant awards during the authorization period.
This authorization would apply broadly to CalRecycle grant programs for which the City is eligible, including, but not limited to, funding opportunities supporting SB 1383 implementation and compliance, organics and recycling programs, beverage container recycling, waste tire programs, litter and illegal dumping abatement, public education and outreach, equipment and infrastructure, and other eligible Public Works and environmental programs.
Individual grant applications and awards would remain subject to the requirements and conditions of the applicable CalRecycle funding program. Any grant award requiring a budget amendment, additional appropriation, City matching funds, contracts, or other actions requiring separate City Council approval would be brought forward for consideration in accordance with City policies and applicable budgetary and purchasing authority.
FISCAL IMPACT
Adoption of the proposed resolution does not, by itself, result in an expenditure of City funds or amend the City's adopted budget. The resolution provides authorization to pursue eligible CalRecycle grant funding opportunities during the five-year authorization period.
The fiscal impact of individual grant awards will vary depending on the applicable grant program, award amount, eligible expenditures, matching requirements, if any, and other grant conditions. Any grant award requiring a budget amendment, additional appropriation, City matching funds, or other City Council authorization would be presented to the City Council separately, as required.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
This action supports the Infrastructure and the Environment major focus area by pursuing external funding opportunities that advance the City’s environmental sustainability, waste reduction, recycling, and resource conservation efforts. CalRecycle grant funding may also supplement existing City resources and support the efficient delivery of Public Works programs and services.
