Title

Resolution awarding a construction contract to QA Constructors of San Francisco, California, for the 2026 Pavement Repair and Crack Seal Project (Project No. st2605, Bid No. 2712) in an amount not to exceed $549,958.15, for a total construction budget of $699,958.15, and authorizing the City Manager or authorized designee to execute the agreement on behalf of the City.

 

Body

WHEREAS, the 2026 Pavement Repair and Crack Seal Project (“Project”) will address localized pavement failures and fill in open cracks on several asphalt pavement city streets located in the Lindenville neighborhood and on Airport Boulevard in South San Francisco, CA; and

 

WHEREAS, the City issued a notice inviting bids for the project on April 14, 2026; and

 

WHEREAS, on May 14, 2026, the City received four (4) bid proposals in response; and

 

WHEREAS, staff reviewed all bid proposals and identified that the lowest responsive and responsible bidder was QA Constructors of San Francisco, California and provided competitive unit prices. Staff has verified the low bidder’s current contractor’s license with the California State Licensing Board and found it to be in good standing; and

 

WHEREAS, staff recommends awarding the construction contract to QA Constructors of San Francisco, California in an amount not to exceed $549,958.15, which is the total for the base bid schedule; and

 

WHEREAS, staff also requests the City Council to authorize a construction contract budget of $549,958.15, with additional $150,000.00 for contingency, for a total construction budget of $699,958.15; and

 

WHEREAS, there is no fiscal impact to the Fiscal Year (FY) 2025-26 Budget. This Project (No. st2605) is included in the City of South San Francisco’s FY 2025-2026 Capital Improvement Program and includes ($1,000,000) in funding for this project. There is sufficient funding in FY 2025-2026 to cover the total construction contract budget; and

 

WHEREAS, this project is funded by Measure A and Measure W funds.

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the 2026 Pavement Repair and Crack Seal Project to QA Constructors of San Francisco, California, in an amount not to exceed $549,958.15 conditioned on the contractor’s timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsement, in accordance with the Project documents.

 

BE IT FURTHER RESOLVED the City Council authorizes a total construction budget of $699,958.15 and authorizes the City Manager or authorized designee to utilize unspent amount of the total project budget, if necessary, towards additional construction contingency budget.

 

BE IT FURTHER RESOLVED that the City Manager or authorized designee is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by QA Constructors of the signed contract and all other documents, subject to approval by the City Attorney.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or authorized designee to take any other related actions consistent with the intention of the resolution or the accompanying staff report.
