It is recommended that the City Council approve a resolution authorizing the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Adult Services Division in the amount of $100,962 and amending the Parks and Recreation Department Fiscal Year 2025-26 Operating Budget pursuant to Budget Amendment Number 26.026.

BACKGROUND/DISCUSSION
The Parks and Recreation Department’s Adult Day Care program at Roberta Cerri Teglia Center receives grant funds from San Mateo County Aging and Adult Services (AAS) Division for the purpose of providing Adult Day Care, Transportation, and Congregate Nutrition services. The grant award for Fiscal Year 2025-26 is $100,962, allocating $42,000 for Adult Day Care, $13,000 for Transportation, and $45,962 for Congregate Nutrition.
The Adult Day Care program operates in accordance with the California Department of Social Services Community Care Licensing Division regulations, and the standards and requirements established by AAS. Older Americans Act (OAA) funding to support Adult Day Care has been received since it began operating in 1986. The purpose of the Adult Day Care Program is to provide a structured day program for frail, and/or impaired adults with disabilities, such as Alzheimer’s, strokes, or Parkinson’s. The program is therapeutic and maximizes the client’s physical, emotional, and social functioning and encourages the highest level of independence. The program offers a variety of activities in a safe and secure environment with this goal in mind and provides daily lunch and transportation services for South San Francisco residents. This program also provides much needed respite for family members and caregivers. Additional services include community resource information, support group opportunities, and cultural and special events.
A Congregate Nutrition Program operated under the AAS grant is donation based, with a suggested donation of $3.50, and meals served must meet strict nutrition standards outlined by the grant. The City’s Congregate Nutrition Program operates out of the Roberta Cerri Teglia Center every Tuesday and Thursday from 12:30 p.m. to 2:30 p.m. This past year, the program served 7,980 nutritious meals to seniors.
FISCAL IMPACT
The grant award for Fiscal Year 2025-26 is $100,962, allocating $42,000 for Adult Day Care, $13,000 for Transportation, and $45,962 for Congregate Nutrition. The grant has a matching fund requirement.
Budget Amendment Number 26.026 requests amendments to the Parks and Recreation Department’s FY 2025-26 budget summarized below. Detailed information about the matching fund requirement and the revenue and expenditure amendment requests is available in Attachment 1.
Expenditure Amendment Request - Supplies and Services: $23,031
• For Transportation and Congregate Nutrition
• $25,000 of the City’s matching funds are covered by a grant from Kaiser Permanente which covers the cost of meals for roughly half the year. The other portion of matching funds are covered by already budgeted staff salaries.
Revenue Amendment Request: $10,962
• $90,000 was included in the Department’s base budget.
Adult Day Care and Transportation
For many years, Older Americans Act funds along with the City’s General Fund, individual contributions, and fundraising support the programs offered through the City at the Roberta Cerri Teglia Center. Adult Day Care clients are charged $40 to $64 per day on a sliding scale based on need. Acceptance of this grant is important to sustaining and providing additional funds for new and existing clients in the program. The financial support is invaluable to clients and can mean they can continue living in their homes and maintaining their highest level of independence. Given the long-standing nature of Adult Day Care and Transportation services, much of the City’s funding match is already built into the Parks and Recreation Department’s budget in the form of staff salaries. A portion of the expenditure amendment request will fund the City’s fund matching requirement for transportation services.
Congregate Nutrition
OAA grant funds are sufficient to cover the current lunch schedule offered twice per week for only about half the year. The other half of program costs have been covered by a grant from Kaiser Permanente, which has annually supplemented the program since Fiscal Year 2023-2024 and has done so again in Fiscal Year 2025-2026. If insufficient grant funds were received to operate the program at its current schedule, the City could consider the option to reduce the schedule and capacity of lunch offerings or seek supplemental budget from the City’s General Fund.
RELATIONSHIP TO STRATEGIC PLAN
Acceptance of this funding will contribute to the major focus area of creating a welcoming and connected community through the key strategy of fostering an age-friendly community.
CONCLUSION
Acceptance of this grant is important to sustaining the Adult Day Care, Transportation, and the Congregate Nutrition programs. Staff recommends that the City Council adopt a resolution approving the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Adult Services Division in the amount of $100,962 and amending the Parks and Recreation Department Fiscal Year 2025-26 Operating Budget pursuant to Budget Amendment Number 26.026.
