RECOMMENDATION
Recommendation
Staff recommends that the City Council adopt a resolution authorizing:
1. Acceptance of a $150,000 grant award from the California Office of Traffic Safety (OTS) for the Pedestrian and Bicycle Safety Program (Grant No. PS26062);
2. Execution of the OTS Grant Agreement; and
3. Approval of Budget Amendment Number 26.040 to incorporate grant revenues and expenditures into the fiscal year 2025-26 budget.

BACKGROUND/DISCUSSION
In 2022, the City of South San Francisco completed its Local Road Safety Plan (LRSP), which identified rising crash trends, including increasing fatal and injury crashes near schools. The LRSP identified updating school zone signage and speed limits as a long-term safety strategy. In response, the City developed a school-zone safety initiative lowering statutory speeds to 15 mph in designated school zones.
The City subsequently applied for the 2025-26 OTS Pedestrian and Bicycle Safety Program. On review, OTS selected the City's proposal for full funding, awarding $150,000 to support school-zone speed compliance and pedestrian/bicyclist safety programs.
OTS program will fund best-practice activities to reduce deaths and injuries involving pedestrians and bicyclists, such as education programs, community events, Safe Routes to School coordination, and installation of speed feedback trailers.
The project consists of deploying radar speed feedback trailers, conducting educational outreach, implementing Safe Routes to School activities, and evaluating speed compliance using both trailer and connected-vehicle data. How drivers respond to speed feedback trailers will guide further recommendations for permanent speed feedback signs at key locations around schools.
FISCAL IMPACT
The total grant award is $150,000, with no local match requirement. All project costs, including labor, equipment, and materials, will be paid for by the grant.
Budget Amendment Number 26.040 has been reserved to incorporate the grant revenues and adjust expenditure levels in the fiscal year 2025-26 budget accordingly.
RELATIONSHIP TO STRATEGIC PLAN
Approval of this action aligns with our General Plan goal to prioritize safety in all aspects of transportation planning and engineering with the intent to advance the Vision Zero goal of zero traffic deaths and serious injuries on city streets. Policy MOB-1.2 aims to reduce vehicle speeds throughout the city to reduce the frequency and severity of collisions.
CONCLUSION
Staff recommends approval of the attached resolution authorizing acceptance of the OTS grant, execution of the grant agreement, and approval of the related budget amendment.
