Recommendation

Staff recommends that the City Council adopt a resolution awarding a construction contract to Liffey Electric of San Francisco, California, for the Chestnut Ave and Commercial Ave Intersection Improvements project (No. tr2404, Bid No. 2715) in an amount not to exceed $1,016,000, authorizing a total construction budget of $1,219,200, and authorizing the City Manager to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION

The Chestnut Avenue and Commercial Avenue Intersection Improvements project is a traffic infrastructure improvement project intended to improve safety and enhance the orderly flow of traffic at the location of Commercial Avenue and Chestnut Avenue.

 

The project will construct a new traffic signal at the location of the existing all-way stop controlled intersection, realign the roadway centerline, construct curb improvements, and connect the traffic signal to the City’s private fiber-optic network.

 

Bid Process and Results

The Project was advertised using formal bid procedures for public projects greater than $200,000,  in accordance with the City’s purchasing policy. This procedure awards the contract to the lowest responsive and responsible bidder.

 

On March 13, 2026, the City received seven (7) bids. After review, Liffey Electric was determined to be the lowest responsive and responsible bidder.

Liffey Electric’s bid is 20% lower than the Engineer’s Estimate. Staff reviewed the bid and found it competitive and not materially unbalanced.

 

The construction contract budget is:

 

Construction Contract                     $1,016,000

Construction Contingency (~20%)                     $203,200

Total                     $1,219,200

 

 

CONSTRUCTION IMPACTS

Construction will be coordinated to maintain traffic operations and pedestrian access. Temporary lane closures, short-term signal shutdowns, and traffic control measures may be required during installation. The contractor will provide advance notification and implement approved traffic control plans to minimize impacts to the traveling public.

 

FISCAL IMPACT

Funding for this project was programmed in the FY 2025-2026 Capital Improvement Program and carried forward. The sole funding source is Citywide Traffic Impact Fees.

 

RELATIONSHIP TO ACTION PLAN
This action is in alignment with the Major Focus Area of Infrastructure and the Environment in the City’s FY 2025-26 Action Plan.
