Resolution approving the Program Year 2024-25 Consolidated Annual Performance and Evaluation Report for the City’s Community Development Block Grant Program and authorizing its submittal to the U.S. Department of Housing and Urban Development.

WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) requires communities receiving Community Development Block Grant (“CDBG”) funds to submit a year-end Consolidated Annual Performance and Evaluation Report (“CAPER”), which describes how the City of South San Francisco (“City”) utilized its CDBG funds to address the City’s housing and community development needs; and
WHEREAS, a notice of public hearing was published in the San Mateo County Times on August 22, 2025; and
WHEREAS, as required by federal law, the CAPER has been available for public review in the Economic and Community Development Department office, the City’s public libraries, and on the City’s website since September 9, 2025; and
WHEREAS, in Program Year (“PY”) 2024-25, the City expended $173,139.74 in CDBG funding and $5,861.96 in HOME administrative funding received from the San Mateo County HOME Consortium to carry out a broad range of community development activities; and
WHEREAS, approval of this resolution would have no fiscal impact, and incorporation of the CDBG funding reduces spending from the City’s General Fund towards programs such as public services, minor home repair, and public improvement jobs; and
WHEREAS, on September 24, 2025, the City held a duly noticed public hearing to hear public comments on the PY 2024-25 CAPER for the CDBG Program; and
WHEREAS, the City Council wishes to approve the PY 2024-25 CAPER and authorize its submittal to HUD.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby approve the PY 2024-25 CAPER, attached herein as Exhibit A.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager to submit the PY 2024-25 CAPER to the U.S. Department of Housing and Urban Development, and to take any other actions as necessary to carry out the intent of this Resolution.
