RECOMMENDATION

Recommendation

Staff recommend that the City Council adopt a resolution to:

1.                     Authorize Budget Amendment Number 26.014 to transfer $521,016.90 from CIP Project tr2302 to CIP Project tr2403;

2.                     Increase the construction contract and contingency for Bay Area Lightworks under tr2403; and

3.                     Close CIP Project tr2302.

BACKGROUND/DISCUSSION

The Traffic Signal Safety Improvement Project (tr2403) was established to improve intersection safety by installing a new traffic signal at Junipero Serra Blvd and Arroyo Drive, modifying signal timing at selected Grand Avenue intersections, and retrofitting 64 signalized intersections with retroreflective backplates.

 

As part of the construction project, Bay Area Lightworks performed an inventory of signal heads to identify the required replacements. While only 12 were initially estimated to need replacement, the assessment identified over 120 signal heads, illuminated street name signs, and mounting brackets that were corroded or otherwise obsolete and in need of replacement. City electrical maintenance staff confirmed these replacements were required.

 

The Right of Way Infrastructure Assessment and Upgrades Project (tr2302) was established to resume a previously paused sidewalk and infrastructure inventory and to support upgrades to signal backplates. That project has completed its scope, including a citywide sidewalk inventory by Precision Emprise LLC dba Precision Concrete, to the satisfaction of staff.

 

Tr2302 has a remaining balance of $521,016.90, which consists of $520,000 in Measure A (½-Cent Sales Tax) and $1,016.90 in Citywide Traffic Impact Fees. Staff recommend reallocating this balance to tr2403 to support the expanded replacement work. The transferred amount includes a 10% contingency for additional deficiencies discovered during construction.

 

Tr2403 is currently funded by $1,527,120 in Highway Safety Improvement Program (HSIP) grant funds and $500,000 in Citywide Traffic Impact Fees. With the reallocated balance from Project tr2302, total funding for tr2403 will be $2,548,136.90.

 

The current construction contract with Bay Area Lightworks, Inc. is $1,080,000, with a 15% contingency of $162,000. To accommodate the added scope, staff recommend increasing the contract amount by $473,651.73 and increasing the contingency by $47,365.17, for revised totals of $1,553,651.73 and $209,365.17 respectively.

 

FISCAL IMPACT

This action authorizes Budget Amendment Number 26.014 to transfer $521,016.90 from tr2302 (Measure A and Traffic Impact Fee-funded) to tr2403. The revised contract and contingency for Bay Area Lightworks will be fully funded by this transfer. No impact on the General Fund is anticipated. Tr2302 will be closed upon approval of this action.

 

RELATIONSHIP TO STRATEGIC PLAN

This action supports the City’s Strategic Plan goal of improving Quality of Life by maintaining and improving public infrastructure, particularly for pedestrian and roadway safety.

 

CONCLUSION

Staff recommend that the City Council adopt a resolution to:

1.                     Approve Budget Amendment Number 26.014 to transfer $521,016.90 from tr2302 to tr2403;

2.                     Increase the construction contract and contingency for Bay Area Lightworks under tr2403; and

3.                     Close tr2302.
