Resolution authorizing the submittal of grant applications to the City/County Association of Governments of San Mateo County for One Bay Area Grant 4 Program funding and transportation planning grant funding, and authorizing the use of local matching funds

WHEREAS, the Metropolitan Transportation Commission (MTC) and the City/County Association of Governments of San Mateo County (C/CAG) administer transportation funding programs that support projects which improve safety, accessibility, mobility, sustainability, and implementation of local and regional transportation plans; and
WHEREAS, C/CAG has issued a call for projects for the One Bay Area Grant (OBAG) 4 Program and related transportation funding opportunities; and
WHEREAS, the City of South San Francisco has identified the Chestnut Avenue Multimodal Safety and Access Improvements Project as a priority transportation improvement project that will improve safety and accessibility for people walking, riding a bike, riding transit, and driving; and
WHEREAS, the City of South San Francisco has identified the Orange Avenue Corridor Planning and Design Project as a priority transportation planning effort to advance future multimodal improvements along the corridor; and
WHEREAS, City staff have determined that both projects are consistent with adopted City transportation plans and policies, including the Active South City Bike and Pedestrian Master Plan, Local Road Safety Plan, and General Plan; and
WHEREAS, grant funding would assist the City in implementing transportation improvements that enhance multimodal connectivity, improve safety, and advance the City’s transportation goals; and
WHEREAS, the City desires to submit grant applications to C/CAG and authorize local matching funds as may be required to remain competitive for available grant funding opportunities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby:
1. Authorizes the submittal of a grant application to C/CAG for One Bay Area Grant (OBAG) 4 Program funding for the Chestnut Avenue Multimodal Safety and Access Improvements Project
2. Authorizes the submittal of a grant application to C/CAG for One Bay Area Grant (OBAG) 4 Program funding for the Orange Avenue Corridor Planning and Design Project.
3. Authorizes the use of local matching funds, if required, for the Chestnut Avenue Multimodal Safety and Access Improvements Project in an amount not to exceed $730,000.
4. Authorizes the use of local matching funds, if required, for the Orange Avenue Corridor Planning and Design Project in an amount not to exceed $120,000.
5. Authorizes the City Manager or authorized designee to execute and submit all grant applications, certifications, assurances, agreements, and other documents necessary to apply for and secure funding for these projects.
6. Directs staff to return to the City Council for future budget appropriations and implementation actions if grant funding is awarded.
