RECOMMENDATION

Recommendation

It is recommended that the City Council adopt a resolution approving Program Supplemental Agreement No. F028 Revision 3 in the amount of $1,268,527 with the State of California for the Bridge Preventive Maintenance Program (Project No. st1703), authorizing the City Manager or designee to execute the document, and authorizing the approval of Budget Amendment Number 27.001 with a local match of $682,327 from Infrastructure Reserves.

BACKGROUND/DISCUSSION

The City of South San Francisco (“City”) has an ongoing Bridge Preventive Maintenance Program (BPMP) for the sixteen (16) vehicle bridges that are under the California Department of Transportation (Caltrans) Bridge Inspection Program. The BPMP was created to help local agencies extend the life of their bridges by performing certain activities that have been preapproved by the Federal Highway Administration.

The Bridge Preventive Maintenance Program Goals are to:

1.                     Maintain the existing inventory of bridges in a structurally safe and serviceable condition.

2.                     Correct minor structural deficiencies early in a bridge's life, rather than wait until a bridge has major problems requiring costly rehabilitation, reconstruction, or replacement.

3.                     Extend the service lives of existing bridges.

4.                     Make efficient use of limited resources.

Caltrans inspects the bridges every two years and submits its findings to the City. City staff determines the appropriate actions based upon the reports and Caltrans work recommendations.

Thirteen (13) of the 16 City bridges under the Caltrans Bridge Inspection Program have been or will be rehabilitated.

On May 18, 2026, the City received the Program Supplemental Agreement (PSA) No. F028 Revision 3 from Caltrans authorizing funding for the nine (9) bridges (Attachment 1) in an amount of $1,268,527 for Construction and Construction Engineering.

The administration of state and federally funded local transportation projects is carried out by the benefiting agencies through the Caltrans Local Assistance Program. The City of South San Francisco has general authority as an administering agency; however, project-specific supplemental agreements are required for individual projects. The program supplement agreements allow for the reimbursement of project development costs. Program Supplement Agreement No. F028 Revision 3 authorizes Federal funding in the amount of $1,115,943 for construction and $152,584 in construction engineering for a total of $1,268,527. The City’s matching fund for construction is estimated at $682,327 from Infrastructure Reserves.

FISCAL IMPACT

The City has received Highway Bridge Program (HBP) funds in the past years for completing the design phase reflected in the table below. As the project transitions into the construction phase this year, Caltrans has programmed the construction funding which includes funding for construction engineering (construction support) for an amount of $1,268,527. Lastly, staff has requested additional funding for construction in the amount of $612,802 that Caltrans has approved informally, and therefore not shown in the table below.

RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN

Approval of this action will contribute to City Council’s Priorities Action Plan major focus areas of improved Quality of Life and Infrastructure and the Environment, by providing a safe, convenient, and accessible transportation infrastructure system that is well-connected to the region through the quality maintenance of the City’s bridge infrastructure network.

Staff recommends that City Council adopt a resolution approving Program Supplemental Agreement No. F028 Revision 3 with the State of California for the Bridge Preventive Maintenance Program (Project No. st1703), authorizing the City Manager or designee to execute the document, and authorizing the approval of Budget Amendment Number 27.001 in the amount of $1,268,527 with a local match of $682,327 from the Infrastructure Reserves.
