Title

Resolution awarding a construction contract to R&S Construction Management, Inc. of San Francisco, California, for the Safe Routes to School 2026 project (Project No. st2507) in an amount not to exceed $2,837,985.75, authorizing a total construction contract authority of $3,405,582.90, and related actions.

 

Body

WHEREAS, the Safe Routes to School 2026 project (“Project”) will construct pedestrian, bicycle, traffic calming, and roadway safety improvements near Alta Loma Middle School, Buri Buri Elementary School, Parkway Heights Middle School, and Ponderosa Elementary School in South San Francisco; and

WHEREAS, the Project includes curb extensions, raised crosswalks, bicycle facility improvements, sidewalk widening, curb ramp upgrades, high-visibility crosswalks, and related roadway improvements intended to improve pedestrian and bicyclist safety and accessibility; and

WHEREAS, the City issued a Notice Inviting Bids for the Project in accordance with the City’s purchasing policy for public works projects; and

WHEREAS, on May 1, 2026, the City received nine (9) bid proposals in response to the Notice Inviting Bids; and

WHEREAS, City staff reviewed all bid proposals and determined that R&S Construction Management, Inc. of San Francisco, California is the lowest responsive and responsible bidder; and

WHEREAS, staff verified that R&S Construction Management, Inc. holds a valid contractor’s license in good standing with the California Contractors State License Board; and

WHEREAS, staff recommends awarding a construction contract to R&S Construction Management, Inc. in an amount not to exceed $2,837,985.75, which represents the base bid amount; and

WHEREAS, staff further recommends authorizing a total construction contract authority of $3,405,582.90, which includes a construction contingency of twenty percent (20%) to address unforeseen field conditions, utility coordination, ADA compliance refinements, and potential additional pedestrian and bicycle safety improvements consistent with Transportation Authority grant objectives; and

WHEREAS, during construction, the City intends to evaluate opportunities for additional safety enhancements, including rapid rectangular flashing beacons and related traffic safety improvements recommended by the Traffic Safety Commission and Bicycle and Pedestrian Advisory Committee, subject to review and approval by the Engineer of Record, grant program requirements, and available project funding; and

WHEREAS, the Project (Project No. st2507) was previously approved by the City Council and funded through a combination of San Mateo County Transportation Authority Pedestrian and Bicycle Program Cycle 7 grant funding and Citywide Transportation Impact Fees.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby awards a construction contract, attached hereto as Exhibit A and incorporated herein by reference, to R&S Construction Management, Inc. of San Francisco, California, for the Safe Routes to School 2026 project in an amount not to exceed $2,837,985.75.

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or authorized designee to execute the construction contract in substantially the same form as Exhibit A, conditioned upon the contractor’s timely execution of the agreement and submission of all required documents.

BE IT FURTHER RESOLVED that the City Council authorizes a total construction contract authority budget of $3,405,582.90 and authorizes the City Manager or authorized designee to utilize unspent amounts of the total budget, if necessary, toward additional construction contingency and project enhancements consistent with the intent of this resolution and the accompanying staff report.

BE IT FURTHER RESOLVED that the City Manager or authorized designee is authorized to take any additional actions consistent with the intent of this resolution and the accompanying staff report.
