RECOMMENDATION

Recommendation

Staff recommends that the City Council adopt a resolution awarding a construction contract to Spektren Engineering, Inc. of Gilroy, California, for the Curb Ramps & Street Intersection Improvements Project (Project No. st2401, Bid No. 2705) in an amount not to exceed $412,907.54, authorizing a total construction budget of $512,907.54, and authorizing the City Manager to execute the agreement on behalf of the City; and approving associated Budget Amendment Number 26.043.

Body

BACKGROUND/DISCUSSION

The Curb Ramps & Street Intersection Improvements Project will address drainage and pedestrian access issues at multiple intersections. Work includes removing existing shallow steel arch culvert drain lines and low, depressed drain inlets, with the installation of new storm drain manholes, standard curb inlets, and underground culverts connected to an existing underground storm drain system. The project will also extend an existing underground storm drain system to capture ponding surface water along Grand Avenue, eliminating ponding and overflow concerns impacting nearby residents and public access during heavy rain events.

The storm drain upgrades are integrated with pedestrian access improvements to enhance crosswalk visibility and provide ADA-compliant curb ramps. The project includes pavement restoration and new thermoplastic striping at the intersections of Miller Avenue & Chestnut Avenue, Grand Avenue & Orange Avenue, and Randolph Avenue & Madrone Avenue in South San Francisco, CA.

Construction will be coordinated to maintain access for residents and the traveling public, using temporary daytime detours as needed. Contract provisions require the contractor to notify nearby residents and businesses in advance of work. Temporary parking restrictions and traffic control measures will be implemented, with “No Parking” signs posted indicating street parking restrictions in advance of the construction work.

Bid Process and Results

The Project was advertised using formal bid procedures for public projects greater than $200,000 in accordance with the City’s purchasing policy, which falls under Procurement Type 1: Competitive Bidding for Construction Projects. For more details on the City’s Procurement Process, refer to Attachment 2.

This procedure awards the contract to the lowest responsive and responsible bidder.

Staff advertised the notice inviting bids on September 23, 2025. On October 29, 2025, staff received fourteen (14) bid proposals in response to the notice inviting bids.  Staff reviewed all bid proposals and identified that Spektren Engineering, Inc. of Gilroy, California, was the lowest responsive and responsible bidder.  Staff verified the low bidder’s current contractor’s license with the California State Licensing Board and found it to be in good standing.

The Project was advertised with a “Base Bid” schedule only.  The selection of award of a contract is based on the lowest responsive bid for the Base Bid schedule.
