Resolution approving a consulting services agreement with 4LEAF, Inc. of Pleasanton, California for the Orange Memorial Park Main Playground Replacement Project (Project No. pk2301) in an amount not to exceed $761,845, authorizing the City Manager to execute the agreement, and authorizing a total budget of $838,030

WHEREAS, Orange Memorial Park is a multi-use park located in the heart of South San Francisco with an aging main playground; and
WHEREAS, the Main Playground Replacement Project is identified in the 2022 Measure W bond sale; and
WHEREAS, the Main Playground Replacement Project is included in the City of South San Francisco’s Fiscal Year 2022-23 Capital Improvement Program (Project No. pk2301); and
WHEREAS, on November 4, 2025, City staff advertised a Request for Proposals (RFP) for consultant services to provide Owner’s Representative/Construction Management Services for the Orange Memorial Park Main Playground Replacement Project; and
WHEREAS, the City received nine qualified responses to the RFP, and upon evaluation by a selection panel and subsequent negotiations with the highest-ranked proposer, City staff recommends selection of 4LEAF, Inc., of Pleasanton, California and enter into a consulting services agreement with that firm.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby approves a consulting services agreement, attached hereto as Exhibit A, with 4LEAF, Inc., Pleasanton, California in an amount not to exceed $761,845, conditioned on the consultant’s timely execution of the consulting services agreement and submission of all required documents, including, but not limited to, certificates of insurance and endorsements, in accordance with the agreement documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the agreement in substantially the same form as Exhibit A and to execute any other related documents on behalf of the City upon timely submission by 4LEAF, Inc. of a signed contract and all other necessary documents, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take any other required actions consistent with the intent of this resolution, that do not materially increase the City’s obligations.
