Staff recommends that the City Council approve a motion to receive and file the City’s Community Development Block Grant Program Year 2025-2026 Consolidated Annual Performance and Evaluation Report.

BACKGROUND/DISCUSSION
The U.S. Department of Housing and Urban Development (HUD) requires jurisdictions that receive Community Development Block Grant (CDBG) funds to submit a year-end Consolidated Annual Performance and Evaluation Report (CAPER) each year. The CAPER describes how the City utilized its CDBG funds to address the City’s housing and community development needs and evaluates the City’s accomplishments toward the goals the City set in the Program Year (PY) 2025-2026 Annual Action Plan (AAP).
The CAPER identifies the activities funded, the community members served, and the outcomes achieved. It also provides an accounting of CDBG funds allocated, expended, and/or reprogrammed during PY 2025-2026. The report enables HUD and the community to assess the City's progress in meeting its housing and community development goals. Pursuant to CDBG regulations, the City must provide a 15-day public comment period for the CAPER prior to submitting it to HUD. A public notice relating to the availability of the draft CAPER was advertised in the San Mateo County Times and posted on the City’s website on August 28, 2026. The draft report was made available online via the City website as well as at the City’s Economic & Community Development Department offices and public libraries. The public comment period was open from September 11 through September 27, 2026. Any comments received during the public comment period will be reviewed and incorporated into the CAPER, as appropriate, before its submission to HUD.
Below is a summary of the funding spent, the projects completed, and the community members served that are described in the PY 2025-2026 CAPER. To note, due to data omissions in certain reports, the figures presented in the attached draft CAPER differ from those included in this staff report. The CAPER will be updated to reflect the corrected figures before its final submission to HUD at the end of September 2026.
CDBG Entitlement Funding
The City spent $1,103,896.03 in CDBG entitlement funding for the following activities.
• $58,409.28 for Planning and Administration, including consultant, legal, and environmental review support.
• $50,000 for Public Services, which allowed Renaissance Entrepreneurship Center to provide entrepreneurship training to 31 individuals.
• $960,424.37 for Public Facilities, which allowed the City to complete an accessible path at Cypress & Pine Park and more than 80 new curb ramps throughout the City to improve accessibility and remove barriers to mobility for residents with disabilities.
• $35,062.38 for Minor Home Repair, which allowed Rebuilding Together Peninsula to provide eight households with housing rehabilitation services through its Safe at Home and National Rebuilding Day programs.
CDBG-CV Funding
• The City spent $167,515.97 in CARES Act funding provided to respond to the COVID-19 pandemic (known as CDBG-CV) for the Orange Park bathroom renovation project. The project renovated a public restroom at Orange Park to improve accessibility, safety, and functionality and enhance access to community facilities, while preventing, preparing for, and responding to COVID-19.
HOME Funding
The City spent $12,507 in HOME administrative funding received through the San Mateo County HOME Consortium. HOME funding supported Project Sentinel, which provided comprehensive fair housing services to 10 persons, consultations and referrals to 44 persons, conducted four audits, and reached 37 individuals through six outreach efforts at community events to increase awareness and understanding of fair housing rights.
Other City Funding
In addition to the federally funded activities described above, the City’s Housing Trust Fund and Economic & Community Development operating budget supported 565 individuals through a variety of housing and community services provided in partnership with Community Overcoming Relationship Abuse (CORA), Friends for Youth, HIP Housing, Legal Aid Society of San Mateo County, LifeMoves, Magic Tooth Bus, Rape Trauma Services, and Samaritan House.
FISCAL IMPACT
There is no fiscal impact to the General Fund associated with the receipt and filing of the CAPER. The use of CDBG funds for eligible activities reduces the need for General Fund resources to support activities such as public services, minor home repair, and public improvement projects.
CONCLUSION
Staff recommends that the City Council approve a motion to receive and file the PY 2025-2026 CAPER.
