RECOMMENDATION

Recommendation

It is recommended that the City Council, by motion, accept the construction improvements of the Grand Avenue and Airport Boulevard Streetscape Improvements Project (No. st1801, Bid No. 2657) as complete in accordance with plans and specifications (Total Construction Cost $3,696,221.92).

 

Body

BACKGROUND/DISCUSSION

On June 8, 2022, the City Council awarded a construction contract to CF Contracting, Inc. to build pedestrian and bicycle improvements at the intersection of Grand Avenue and Airport Boulevard. The project closes a key gap between the Caltrain Station’s West Plaza and the pedestrian and bicycle connections serving the City’s downtown area. Key improvements include:

 

                     Removing the concrete islands and “slip lane” at the southeast corner to eliminate the free right-turn movement, requiring vehicles to stop on red before turning right;

                     Adding curb extensions and Americans with Disabilities Act (ADA)-compliant curb ramps at the southwest and southeast corners to shorten pedestrian crossing distances and improve visibility for both pedestrians and drivers;

                     Replacing the standard crosswalk on the southern leg with high-visibility striping and dual pedestrian and bicycle crosswalks; and

                     Installing protected bike lanes between Miller Avenue and Baden Avenue.

 

The work was inspected by the Engineering Division and found to be complete in accordance with the contract documents as of August 12, 2024. One ongoing item remains with Pacific Gas and Electric (PG&E) regarding the adjustment of their manholes that were paved over, which has not yet been resolved due to a lack of response by PG&E. The Contractor and City staff will continue working diligently to address this issue, which will be covered under the Contractor’s warranty bond.

FISCAL IMPACT

This project is funded by the East of 101 Traffic Impact Fees and Infrastructure Reserves and included in the City of South San Francisco’s Fiscal Year 2025-26 Capital Improvement Program (Project No. st1801). The total construction cost incurred for the project is summarized as follows:

Construction contingency was used for outside scope of work, such as installation of bike lane protection, replacing a damaged traffic signal pole, and other additional costs related to unforeseen field conditions during the construction operations.

 

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life by maintaining and improving infrastructure to serve the public.

 

CONCLUSION

Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s office. At the end of the thirty-day lien period, the retention funds will be released to the Contractor after the City receives the one-year warranty bond.
