It is recommended that the City Council adopt a resolution authorizing the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Disability Services Division in the amount of $114,907 and amending the Parks and Recreation Department Fiscal Year 2026-2027 Operating Budget pursuant to Budget Amendment Number 27.014.

BACKGROUND/DISCUSSION
Since 1986, Older Americans Act (OAA) funds, along with City general funds, individual contributions, and fundraising support the Senior Services programs offered through the City of South San Francisco Parks and Recreation Department at the Roberta Cerri Teglia Center (Center). This includes the Adult Day Care Program licensed by the California Department of Social Services, Community Care Licensing Division. Transportation funding from the OAA grant has allowed the Adult Day Care Program to offer transportation as a component its services, giving income-eligible families the option of free or reduced cost transportation services through Redi Wheels to and from the Center. OAA funds are disbursed by the San Mateo County Aging and Disability Services (ADS) Division, and grant funds are overseen by staff in the Recreation Division’s Senior Services Program.
The Congregate Nutrition program was established in 2023 when staff applied for and were awarded funds through the OAA FY 2022-2023 grant cycle. A Congregate Nutrition Program operated under the OAA grant is donation based, with a suggested donation of $3.50, and meals served must meet strict nutrition standards outlined by the grant. The City’s Congregate Nutrition Program operates out of the Roberta Cerri Teglia Center every Tuesday and Thursday from 12:30 p.m. to 2:30 p.m.
For a grant performance period of July 1, 2026, through June 30, 2030, ADS invited agencies to apply for funding via a request for proposals (RFP). Parks and Recreation Department staff responded to the RFP to reapply for Adult Day Care, Congregate Nutrition, and Transportation funding. Grant awards are subject to annual appropriations and satisfactory performance. The grant award for Fiscal Year 2026-27 is $114,907, allocating $42,000 for Adult Day Care, $13,000 for Transportation, and $59,907 for Congregate Nutrition. The awards for Adult Day Care and Transportation have not changed from the prior year. The amount for Congregate Nutrition has increased by $13,945, from $45,962 in FY 2025-26, to $59,907 in FY 2026-27. The increased award for Congregate Nutrition recognizes the demand for senior meals at its current schedule and capacity, which was made possible in prior years thanks to supplemental grant funds from Kaiser Permanente.
FISCAL IMPACT
The grant award for Fiscal Year 2026-27 is $114,907, allocating $42,000 for Adult Day Care, $13,000 for Transportation, and $59,907 for Congregate Nutrition.
Budget Amendment Number 27.014 requests amendments to the Parks and Recreation Department’s FY 2026-27 budget summarized below.
Expenditure Amendment Request: $46,735
• A budget amendment is being requested to add $46,735 to the Department’s expenditure budget. An allocation of $34,735 will cover Congregate Nutrition meal expenses, and $12,000 will cover Transportation expenses.
• The $68,172 balance of grant funds not included in the budget amendment will be allocated towards staff salaries and operating expenses that are already included in the Department’s base budget. Hence, the expenditure amendment request does not reflect the full amount of the grant.
Revenue Amendment Request: $39,907
The Department’s FY 2026-27 baseline revenue budget already anticipates $75,000 in grant revenue. The addition of $39,907 by this amendment request will correct the budget to reflect the full grant award of $114,907.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
Acceptance of this funding will contribute to the major focus area of creating a welcoming and connected community through the key strategy of continuing partnerships and advancing policies related to youth, families, and seniors.
CONCLUSION
Acceptance of this grant is vital to sustaining the Adult Day Care, Congregate Nutrition, and Transportation programs. Staff recommends that the City Council adopt a resolution approving the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Disability Services Division in the amount of $114,907 and amending the Parks and Recreation Department Fiscal Year 2026-2027 Operating Budget pursuant to Budget Amendment Number 27.014.
