Resolution authorizing Budget Amendment Number 27.018 appropriating $300,000 in Citywide Traffic Impact Fee funds to Capital Improvement Project tr2406 - Traffic Studies & Grant Support and authorizing staff to submit certain qualifying transportation grant applications.

WHEREAS, the City of South San Francisco ("City") maintains Capital Improvement Project TR2406 - Traffic Studies & Grant Support to support traffic studies, transportation project development, and competitive grant applications; and

WHEREAS, the City's fiscal year (FY) 2026-27 Capital Improvement Program includes $300,000 for tr2406 funded by the Citywide Traffic Impact Fee; and

WHEREAS, competitive transportation grants allow the City to leverage local transportation revenues to implement improvements identified in the City's General Plan, adopted plans and policies, and City Council priorities; and

WHEREAS, grant programs operate on varying schedules and application deadlines may not align with the City's Capital Improvement Program process or City Council meeting calendar, and competitive applications may require project development before an application can be submitted; and

WHEREAS, transportation grant and project-development activity during FY 2026-27 has exceeded the funding level originally anticipated for tr2406, and Budget Amendment Number 27.018 has been prepared to appropriate an additional $300,000 in Citywide Traffic Impact Fee funds to tr2406; and

WHEREAS, the Citywide Traffic Impact Fee Fund has sufficient fund balance to adequately cover the additional $300,000 appropriation; and

WHEREAS, the City Council desires to authorize staff to respond to time-sensitive transportation grant opportunities for projects consistent with adopted City plans and priorities, including projects not yet included in the Capital Improvement Program; and

WHEREAS, for grant applications authorized by this Resolution, the City intends to use only eligible Citywide Transportation Impact Fee and/or East of 101 Traffic Impact Fee funds as proposed local matching sources, and identification of such funds for an application does not appropriate or authorize their expenditure; and

WHEREAS, all grant awards will return to the City Council for consideration of acceptance and any necessary appropriation, budget amendment, Capital Improvement Program action, or associated agreement.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby:

1.                     Authorizes Budget Amendment Number 27.018 appropriating $300,000 in Citywide Traffic Impact Fee funds to Capital Improvement Project tr2406 - Traffic Studies & Grant Support.

2.                     Authorizes City staff to submit applications for competitive transportation grant opportunities for projects and programs consistent with the City's General Plan, adopted plans and policies, and City Council priorities, including projects and programs not yet included in the Capital Improvement Program, provided that any proposed City matching contribution is less than 30 percent and uses eligible and available Citywide Transportation Impact Fee and/or East of 101 Traffic Impact Fee funds. Grant opportunities requiring a City matching contribution of 30 percent or greater shall be brought to the City Council for authorization before application.

3.                     Identification of a proposed matching contribution pursuant to this authorization does not constitute an appropriation or authorization to expend such funds. Staff shall track proposed matching contributions for financial planning purposes, and all grant awards shall return to the City Council for consideration of acceptance and any necessary appropriation, budget amendment, Capital Improvement Program action, or associated agreement.

4.                     Authorizes the Finance Director to make the budget adjustments necessary to implement this Resolution.

5.                     Authorizes the City Manager or designee to take such other actions as may be necessary to carry out the intent of this Resolution.
