Resolution authorizing the filing of an application for the United States Department of Transportation (USDOT) Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant for up to $5,625,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project (tr2415)

WHEREAS, the Town of Colma proposes to design and construct bicycle and pedestrian improvements along El Camino Real. In October 2023, Colma reached out to South San Francisco to request partnership to extend this project into South San Francisco; and
WHEREAS, Segments A and B of the project are within the Town of Colma. Segment C of the project is from Arlington Drive to Hickey Boulevard in the City of South San Francisco; and
WHEREAS, the Project proposes to install a Class I multi-use path along Segment C; and
WHEREAS, the U.S. Department of Transportation (USDOT) Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program provides grants for surface transportation infrastructure projects with significant local or regional impact; and
WHEREAS, staff requests that the City Council approve an application for the United States Department of Transportation (USDOT) Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant for up to $5,625,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project (tr2415); and
WHEREAS, the total request of RAISE Funds would be up to $4.5 million to fund the design for Segments A and C. A maximum of $1.2 million in RAISE funds would be allocated for Segment C design (South San Francisco); and
WHEREAS, staff also requests the City Council authorize a 20% local match if grant is awarded up to $300,000 (for Segment C only).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby authorizes an application to the USDOT RAISE Grant for up to $5,625,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project (tr2415).
BE IT FURTHER RESOLVED the City Council approves a local grant match of 20% if the grant is awarded up to $300,000 (for Segment C only).
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the resolution and accompanying staff report including grant execution if awarded.
