Resolution awarding a construction contract to CLW Builders, Inc. of San Francisco, California for the Westborough Preschool Project (Project No. pf2101) in an amount not to exceed $12,721,000, and authorizing a total Project Budget of $16,400,000.

WHEREAS, the proposed Project is an all-new five-classroom preschool building and playground, freeing up the existing Alice Bulos Community Center and adjacent playground for other neighborhood needs; and the Project includes a new ADA-compliant accessible pedestrian route to the tennis courts; and a new two-stall public restroom conveniently located close to the picnic shelter and public playground; and
WHEREAS, the City Council authorized the award of contract in March 2023 to Kitchell to prepare the Project for design management, bidding and award, and provide construction administration services during construction and authorized the award of contract in May 2024 to Dorman Associates to develop construction documents for the Westborough Preschool Project; and
WHEREAS, on February 23, 2026, staff advertised a Notice Inviting Bids for construction of the Westborough Preschool Project; and
WHEREAS, the City of South San Francisco received seven bids in response to the Notice Inviting Bids, and CLW Builders, Inc. of San Francisco, California was the lowest responsible bidder; and
WHEREAS, staff recommends awarding the construction contract to CLW Builders, Inc. of San Francisco, California in an amount not to exceed $12,721,000, which is the total of the base bid plus additive alternates discussed in the staff report, and construction contingency; and
WHEREAS, City Council authorized a Project Budget of $16,400,000; and
WHEREAS, the Project is included in the City of South San Francisco’s Fiscal Year 2025-26 Capital Improvement Program (Project No. pf2101) and is funded through Childcare Impact Fees and a federal Community Project Funding grant.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the Westborough Preschool (Project No. pf2101) to CLW Builders, Inc. of San Francisco, California, in an amount not to exceed $12,721,000 conditioned on CLW Builders, Inc.’s timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsement, in accordance with Project documents.
BE IT FURTHER RESOLVED the City Council authorizes a total Project construction budget of $12,721,000 and authorizes the City Manager or their authorized designee to utilize unspent amount of the total Project, if necessary, towards additional construction contingency budget.
BE IT FURTHER RESOLVED the City Council authorizes the Finance Department to establish the Project Budget consistent with the information contained in the staff report as per Budget Amendment Number 26.065.
BE IT FURTHER RESOLVED that the City Manager or their authorized designee is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by CLW Builders, Inc. of the signed contract and all other documents, subject to approval by the City Attorney.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or their authorized designee to take any other related actions consistent with the intention of the resolution.
