RECOMMENDATION

Recommendation

It is recommended that the City Council, by motion, accept the construction improvements of the Citywide School Traffic Safety Improvement Project (No. st2402, Bid No. 2694) as complete in accordance with plans and specifications (Total Construction Cost $677,720).

BACKGROUND/DISCUSSION

On September 11, 2024, the City awarded a construction contract to Bayside Stripe & Seal, Inc. to install 15 MPH school zone signage and complementary traffic safety improvements, including Rectangular Rapid Flashing Beacons (RRFBs), high-visibility crosswalks, edge lines, and other measures to enhance safety and promote greater driver awareness in the vicinity of schools.

 

A reminder of the list of schools for the 15 MPH school zone speed reduction (See Attachment 1):

Furthermore, as part of our ongoing outreach for the new school zones and safer streets initiative, “SLOW DOWN KIDS AROUND” lawn signs were distributed to all the schools to help spread awareness and promote safety.

 

The work was inspected by the Engineering Division and found to be complete in accordance with the contract documents as of June 20th, 2025. Project location map and photos are included as Attachment 1 and 2, respectively, of this staff report.

 

FISCAL IMPACT

This project is funded by the Citywide Traffic Impact Fees and included in the City of South San Francisco’s Fiscal Year 2024-25 Capital Improvement Program (Project No. st2402). The total construction cost incurred for the project is summarized as follows:

The Construction Contingency was not used on this project. An overall reduction of $210 to the Construction Contract resulted from the deletion of striping work that has been or will be completed by other CIP projects. Additional work outside the original scope such as upgrading a streetlight, adding daylight red curbing around schools and key intersections, and other improvements were also incorporated.

 

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life by maintaining and improving infrastructure to serve the public.

 

CONCLUSION

Staff recommend acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s office. At the end of the thirty-day lien period, the retention funds will be released to the Contractor after the City receives the one-year warranty bond.
