Recommendation
It is recommended that the City Council adopt a resolution accepting an award of $250,398.57 in grant funding made available through the Cannabis Tax Fund Grant Program (CTFGP) administered by the California Highway Patrol (CHP), to be used for personnel overtime and equipment and amend the Police Department’s Operating Budget for Fiscal Year 2026-27 pursuant to Budget Amendment Number 27.003, and authorize the City Manager or designee to execute a grant agreement and any other necessary documents on behalf of the City.

BACKGROUND/DISCUSSION
The Police Department applied for grant funding and was awarded $250,398.57 through the Cannabis Tax Fund Grant Program (CTFGP), which is administered by the California Highway Patrol (CHP).
The goal of this grant is to work with law enforcement agencies to develop an effective, comprehensive, and strategic approach to reduce impaired driving crashes, increase public awareness surrounding the dangers of impaired driving, and make California’s roadways a safer place to travel.
This is the second time the Police Department has applied for and received grant funding through the Cannabis Tax Grant Fund Program (CTGFP). Adoption of this resolution will allow our department to further expand DUI enforcement operations at no cost to the Police Department or the City of South San Francisco (through grant reimbursement).
The funds will be utilized to operate two (2) DUI Checkpoints and sixteen (16) DUI Saturation Patrols, which is double the amount of CTGFP funded saturation patrols when compared to Fiscal Year 2025-26. The funds will also be used to acquire a TruNarc Narcotics Analyzer, which is used for rapid detection and identification of suspected narcotics while limiting potential exposure to officers and staff members, and to acquire and outfit two (2) DUI Enforcement Motorcycles. The acquisition of new equipment and the increase in operations targeting DUI drivers aims to reduce DUI collisions and make our community safer.
The operating period of this grant is from July 1, 2026, through June 30, 2027.
$114,375.84 of the overall grant funds is to pay for overtime salaries for Police personnel to conduct the following DUI Enforcement operations under GL 100-12999-4101:
• Conduct at least two (2) DUI Checkpoints
• Conduct at least sixteen (16) DUI Saturation Patrols
The additional funding of $136,022.73 in the grant pays for the following under GL 100-12999-5021:
• $50,635.89 to acquire a TruNarc Narcotics Analyzer
• $85,386.84 to acquire and outfit two (2) DUI Enforcement Motorcycles
FISCAL IMPACT
This program will require additional appropriations of $250,398.57 for fiscal year 2026-27 to be offset by the additional grant revenue, per Budget Amendment Number 27.003. This grant will support personnel overtime and equipment expenses. The funding source of $250,398.57 is the Cannabis Tax Grant Fund Program (CTFGP), administered by the California Highway Patrol. There is no net impact to the General Fund due to this budget amendment.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
Acceptance of this grant funding is in line with two of the major focus areas:
- Quality of Life: This program will enhance public safety through increased DUI Enforcement, thus improving the quality of life in the community.
- Modern and Sustainable Organization: This program is directly related to the key strategy of ensuring financial sustainability for the City.
