RECOMMENDATION
Recommendation
It is recommended that the Parks and Recreation Commission, by motion, approve the co-sponsorship renewal agreement for the 2026-27 fiscal year for South San Francisco United Youth Soccer.

BACKGROUND/DISCUSSION
The City has an established set of guidelines to regulate the use of City facilities by community groups. To qualify for reduced-cost use of parks amenities and facilities, groups must comply with the City’s Co-Sponsorship Agreement. A copy of the agreement is attached for the Commission’s information.
As the Commission is aware, co-sponsored groups are those organizations that are recreational in nature, bring people of like interests together, and provide opportunities for social exchange and development. Benefits of co-sponsorship include modest staff support, shared promotional materials, the ability to participate in Department events, and reduced cost of facility usage as available. Each group is required to have a membership and governing board consisting of no less than 51% South San Francisco residents.
To maintain the privileges associated with co-sponsored status, groups are required to submit an annual report which includes program, membership, and financial information based on the 2025 Calendar Year. Staff review the reports and prepare a summary and recommendation for the Parks and Recreation Commission.

Membership: 799 (83% South San Francisco residents)
Activities: The South San Francisco United Youth Soccer League is a co-ed recreational and competitive soccer program. Games, practices, and tournaments are primarily hosted at Orange Memorial Park. Membership dues are $180 per year. Board meetings are held quarterly during the months of January, April, July, and October

Staff would like to note that the South San Francisco United Youth Soccer League’s co-sponsorship application indicates that their board is at 50% South San Francisco residency, below the required 51%. The club acknowledges this and has already scheduled a special board meeting later in the month of September to address this issue. Staff will continue to work with the South San Francisco United Youth Soccer League to monitor the board residency percentage.
PENDING APPLICATIONS
The San Mateo County Athletic Club - South San Francisco Chapter submitted their renewal application; however additional details have been requested by staff.
CONCLUSION
Staff have reviewed the co-sponsorship applications and recommend that the following group be qualified for renewal: South San Francisco United Youth Soccer. Group(s) approved by the Commission will be required to sign a contract with the City to officially maintain co-sponsorship status for the year.
