RECOMMENDATION

Recommendation

It is recommended that the City Council consider the attached applications for appointments to open seats on the Conference Center Authority, Library Board, Parks and Recreation Commission and Youth Commission, and that the City Council interview each applicant. It is further recommended that upon completion of interviews, the Council discuss and consider the appointment of individuals.

BACKGROUND/DISCUSSION

Pursuant to Resolution No. 27-2009, the City Council conducts biannual recruitment to consider appointments to Boards, Commissions, and Committees. On September 9, 2025, the City Clerk’s Office issued a Notice of Recruitment for vacant seats, with an application deadline of October 17, 2025.Due to scheduling changes, the initial interview date was postponed. On October 23, 2025, the City Clerk’s Office issued an Extended Recruitment Notice, with a revised application deadline of October 31, 2025, and interviews scheduled for November 5 and 6, 2025. The interviews were subsequently postponed and rescheduled to December 16, 2025. At the direction of the City Council, recruitment was further extended, with the final application deadline set for February 6, 2026, to continue soliciting applications for remaining vacancies.


Summary of Open Seats:

                     Conference Center Authority: One seat is open due to a term resignation with the partial term set to expire on April 25, 2026. While the recruitment materials advertised a partial-term appointment, interviews and appointments are occurring close to the term’s expiration. Accordingly, it is recommended that the City Council appoint one applicant to a full-term effective April 25, 2026, expiring April 25, 2030, ensuring continuity of service and avoiding the need for a subsequent reappointment.

 

                     Library Board: One seat is open due to a term resignation. One applicant may be appointed to a full-term expiring March 31, 2029.

 

                     Parks and Recreation Commission: One seat is open due to a term resignation. One applicant may be appointed to a partial term expiring December 31, 2026.

 

                     Youth Commission: Four seats are vacant. Three applicants may be appointed to full terms expiring March 31, 2028. One applicant may be appointed to a partial term expiring February 11, 2027.

 

Summary of Meeting Times, Term Lengths/Limits, and Agency Purpose

 

The Conference Center Authority meets on the third Monday of every other month, at 5:15 p.m. at the South San Francisco Conference Center. Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms. The purpose of the Authority is to manage, operate, market, maintain, and promote the South San Francisco Conference Center. Applicants for the Hotel Representative seat must work for or own a hotel located in South San Francisco.

 

The Library Board meets on the fourth Tuesday of the month at 6:00 p.m. Board members serve a three (3) year term and are limited to four (4) consecutive terms. The Library Board works in conjunction with the Library Director to develop plans of service, evaluate and advise the council and staff on the need for services and programs, and adopt policies as necessary for the administration of the library.

 

The Parks and Recreation Commission meets on the third Tuesday of the month at 7:00 p.m. in the Library Parks and Recreation Building located at 901 Civic Campus Way in South San Francisco. Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms. The Commission advises the Council on matters pertaining to public recreation, including parks and playgrounds. The Commission also assists in the planning of a complete recreation program and in the planning of a department budget.

 

The Youth Commission meets on the first Monday of the month at 6:30 p.m. Commissioners are appointed to two (2) year terms and are limited to three (3) consecutive terms. The purpose is to address issues affecting youth through collaboration with the City Council and SSFUSD School Board. This opportunity allows students and youth to engage in local government while learning about how decisions made affect daily life, in addition to how Boards and Commissions are involved in the process.

CONCLUSION

Upon reviewing the applications and completing the interviews, the Council may consider and entertain motions to appoint applicants to the Conference Center Authority, Library Board, Parks and Recreation Commission and Youth Commission. The City Clerk’s Office will continue to solicit applications for Measure W Citizens’ Oversight Committee.
