Resolution awarding a construction contract to Tri-Valley Contracting, Inc. of Orinda, California for Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project No. TR2502, Bid No. 2703) in an amount not to exceed $370,295.50, authorizing a total construction contract authority budget of $445,000.00, and authorizing the City Manager to execute the agreement on behalf of the City, and approving Budget Amendment Number 25.052 to add $120,000 to the project budget.

WHEREAS, the Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (“Project”) will improve safety and reduce traffic stress for bicyclists along the Junipero Serra Boulevard corridor; and

 

WHEREAS, the City issued a notice inviting bids for the project on March 10, 2025, and March 17, 2025, and on April 10, 2025, staff received four (4) bid proposals in response; and

 

WHEREAS, Tri-Valley Contracting, Inc. of Orinda, California was the lowest responsible bidder and provided competitive unit prices; and

 

WHEREAS, staff recommends awarding the construction contract to Tri-Valley Contracting, Inc. of Orinda, California in an amount not to exceed $370,295.50, which is the total for the base bid.

 

WHEREAS, staff also requests the City Council to authorize a construction contract authority budget of $370,295.50, with an additional $74,704.50 in contingency, totaling a construction budget of $445,000.00 for the Project; and

 

WHEREAS, the Project is included in the City of South San Francisco’s Fiscal Year 2024-25 Capital Improvement Program (Project No. TR2502); and

 

WHEREAS, the Project requires an additional $120,000 in Citywide Traffic Impact Fee funds to cover the Project’s costs for a total project budget of $515,717.0.

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the Junipero Serra Boulevard Buffered Bike Lane Enhancement Project to Tri-Valley Contracting, Inc. of Orinda, California, in an amount not to exceed $370,295.50 conditioned on Tri-Valley Contracting, Inc.’s timely execution of the Project contract and submission of all required documents, including, but not limited to, certificates of insurance and endorsement, in accordance with the Project documents.

 

BE IT FURTHER RESOLVED that the City Council authorizes a total construction contract authority budget of $445,000.00 and authorizes the City Manager to utilize unspent funds from the total Project budget, if necessary, towards additional construction contingency budget.

 

BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by Tri-Valley Contracting, Inc. of the signed contract and all other documents, subject to approval by the City Attorney.

 

BE IT FURTHER RESOLVED that the City Council approves Budget Amendment Number 25.052, which amends the Fiscal Year 2024-25 Capital Improvement Program by adding an appropriation of $120,000 from the Citywide Traffic Impact Fee Fund to CIP No. TR2502.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the staff report or this resolution.
