Recommendation
Staff recommends that the City Council approve, by motion, the re-appointment of one (1) Measure W Citizens’ Oversight Committee member, Engy Del Rosario, to respective four-year terms expiring October 22, 2029.

BACKGROUND/DISCUSSION
As indicated in the newly adopted City Council Handbook, incumbents received written communication informing them of their upcoming term expirations. One member has confirmed their continued interest in serving on the Committee. The response was submitted to Mayor Flores for review and consideration, after review, the Mayor has recommended that the member be reappointed.
Below is the recommended reappointment for approval by Mayor Flores:
The Measure W Citizens’ Oversight Committee consists of five members appointed to four-year terms by the City Council. The Measure W Citizens’ Oversight Committee meets on the first Wednesday of every even month at 6:30 p.m. The Committee meets with the City’s independent auditor at the initiation of each annual financial audit process to outline issues of particular interest to the Committee. The Committee reviews the annual audit prepared by the City’s independent auditor related to the prior fiscal year’s collection and expenditure of revenue from the tax authorized by Measure W and reports to the City Council regarding the accuracy of the auditors’ findings regarding the Measure W revenues and expenditures. The Committee’s annual report offers independent verification regarding the independent auditor’s findings related to whether the funds collected are spent in accordance with the terms of Measure W.
