Recommendation
Staff recommend that the City Council adopt a resolution awarding a construction contract to Express Plumbing Inc. for the Escanyo Drive Sewer Main Line Repair, in an amount not to exceed $168,385, authorizing a total construction contract authority budget of $193,650, and authorizing the City Manager to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION
The sewer main line located within an easement behind the residences on Escanyo Drive and Capay Circle has been a maintenance concern for over two decades. Approximately twenty years ago, an epoxy liner was installed to repair the existing line. However, that liner has since begun to degrade and fail, resulting in an increasing frequency of maintenance calls and potential overflow risks.
The location of this main line, along steep hillside backyards, creates significant access and safety challenges for Public Works crews responding to emergencies. To address these issues, staff requested proposals to provide a long-term, reliable solution using pipe reaming technology to replace the failing section.
Project Scope
* Replace the deteriorated liner and host pipe using trenchless pipe reaming.
* Eliminate three (3) existing backyard manholes and approximately 75 joints susceptible to root intrusion and infiltration.
* Install a continuous sewer mainline from Capay Circle to Escanyo Drive.
* Restore affected surfaces and provide full traffic control and resident notification during construction.
The work will involve an entry pit located on the median of Capay Circle and an exit pit near 56-58 Escanyo Drive, minimizing disruption to surrounding properties. The total duration of the project is estimated at approximately 15 working days.
Staff verified that Express Plumbing Inc. possesses a valid California contractor's license and is in good standing with the California Contractors State License Board. The bid is deemed competitive and not materially unbalanced.

Total Construction Budget: $193,650
FISCAL IMPACT
Funding for this repair is included in the City's Capital Improvement Program Sewer Rehabilitation Project 2024-25 (ss2502), funded by the Sanitary Sewer Enterprise Fund. No General Fund impact is anticipated.
