Resolution approving a Fifth Amendment to the South San Francisco Fire Department's Professional Services Contract for Third-Party Plan Review Services with West Coast Code Consultants, Inc. (WC3) to increase the not-to-exceed limit from $1,000,000 to $1,500,000, provide a one-year extension, and align contract expiration dates with the Building Division to facilitate a coordinated procurement process.

WHEREAS, the City Council previously approved a Professional Services Contract with West Coast Code Consultants, INC. to provide third-party building and fire plan review services for the Fire Department; and

 

WHEREAS, the contact has been amended four times to continue the provision of plan review services; and

 

WHEREAS, the Fire Department utilizes qualified third-party consultants on an as-needed basis to supplement in-house plan review resources, maintain timely permit processing, provide specialized technical expertise, and ensure compliance with applicable building and fire codes; and

 

WHEREAS, the Fire Department was approved for additional plan check service funds in its 2024-25 budget to improve plan check review timelines and increase the department’s operational efficiency in reviewing fire code related components of submitted permits; and

 

WHEREAS, maintaining qualified consultant firms provides the City with flexibility to distribute workload based on project volume, maintain continuity of service, obtain specialized expertise, and avoid delays associated with consultant availability; and

 

WHEREAS, the Fire Department and Building Division currently utilize many of the same third-party consultant firms in order to promote consistency in code interpretation and improve coordination during the permit review process; and

 

WHEREAS, the Fire Department's current consultant contracts expire at different times than the Building Division's corresponding contracts; and

 

WHEREAS, staff recommends increasing the not-to-exceed limit from $1,000,000 to $1,500,000 and extending the services contract with West Coast Code Consultants, INC. for one (1) year in order to align the contract expiration date with the Building Division, allowing the City to conduct a single coordinated Request for Proposals for future third-party plan review and inspection services; and

 

WHEREAS, aligning the contract terms will improve administrative efficiency, reduce procurement costs, streamline future contract administration, and maintain uninterrupted third-party plan review services while the coordinated procurement process is completed; and

WHEREAS, the proposed amendment does not expand the scope of services and does not increase the authorized contract amounts previously approved by the City Council; and

 

WHEREAS, all other terms and conditions of the existing Professional Services Contract shall remain unchanged except as specifically modified by the Fifth Amendment.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby take the following actions:

 

1.                     Approves the Fifth Amendment to the Professional Services Contract with West Coast Code Consultants, Inc extending the term for one (1) additional year for the purpose of aligning the Fire Department's consultant contract expiration dates with those of the Building Division.

 

2.                     Approves the Fifth Amendment to the Professional Services Contract with West Coast Code Consultants, Inc increasing the not-to-exceed limit to $1,500,000 for the purpose of aligning the Fire Department's consultant services with those of the Building Division.

 

3.                     Authorizes the City Manager or designee to execute the Fifth Amendment and any related documents, in a form approved by the City Attorney, and to take such additional actions as are necessary to carry out the intent of this Resolution.
