Recommendation

It is recommended that the City Council, by motion, accept the construction improvements of the Hillside Boulevard Road Diet Improvements Project (tr1906) in accordance with plans and specifications (Total construction cost $1,263,075.54)

BACKGROUND/DISCUSSION

On February 27, 2022, the City Council of South San Francisco awarded the Hillside Boulevard Road Diet Improvements Project (Project) to Ray’s Electric of Oakland, California.

 

On November 30, 2022, construction began to construct the following improvements:

 

o                     Along Hillside Boulevard between Lawndale Boulevard and Lincoln Street, the Project:

 

                     Reduced the roadway to one (1) travel lane in each direction to enhance traffic safety and address high speeds along the corridor; and

                     Installed separated Class II buffered bike lanes in both directions, fostering safer and more accessible routes for bicyclists through this corridor.

 

o                     And at Hillside Boulevard and Lincoln Street, the Project:

 

                     Replaced the existing three-way stop with new traffic signals that are designed to communicate with other nearby traffic signals, contributing to enhanced traffic circulation and reduced congestion in the area; and

                     Installed curb extensions at the southwest and southeast corners with new ADA curb ramps, providing shorter crossing distances for pedestrians and better visibility for pedestrians and vehicles at this intersection.

 

On May 10, 2023, the City Council of South San Francisco approved a reimbursement agreement with the Town of Colma to extend the slurry seal and restriping work to the roadway within Colma’s boundaries along Hillside Boulevard between Serramonte Boulevard and Lawndale Drive.

 

During construction, the Project encountered significant and unexpected delays from PG&E as city staff were notified in July of 2023, that the existing transformer was overloaded and would need to be upgraded before providing power to the new traffic signals. After months of delay, PG&E was able complete the work in November of 2023.

 

On December 20, 2023, the Engineering Division inspected the work and found the project to be complete in accordance with the contract documents. This staff report includes the project location map and construction photos as Attachments 1 and 2, respectively.

 

FISCAL IMPACT

This project (No. tr1906) is included in the City of South San Francisco’s Fiscal Year 2023-24 Capital Improvements Program. As such, there are sufficient funds in FY 2023-24 to cover the total construction contract costs.

 

The total construction cost incurred for the project is summarized as follows:

Construction contingency was used for outside scope of work such as upgrading traffic signal materials, installation of new solar radar speed feedback sign, and additional slurry seal and striping work.

 

The Project includes $400,000 of Transportation Development Act (TDA) grant funds, $264,039.61 reimbursed from the Town of Colma, with the remaining funding coming from the East of 101 Traffic Impact Fees and General Fund funding sources (approximately a 95 to 5 percent split, respectively, between the two local funding sources). Any remaining local funds available after the close of the project will be reallocated to other CIP projects.

 

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action will contribute to the City’s Strategic Plan Priority Area 2, Quality of Life Initiative 2.2, by improving bike paths, pedestrian ways, and multi-modal transportation options and maintaining infrastructure to serve the greater public.

 

CONCLUSION

Staff recommends acceptance of the Project as complete. Upon approval, a Notice of Completion will be filed with the County of San Mateo Recorder’s office. At the end of the thirty (30) day lien period, the retention funds will be released to the contractor after the City receives a one (1) year warranty bond.
