Recommendation
It is recommended that the City Council, by motion, accept the pathway rehabilitation improvements of the Westborough Park Pathways Project (CIP Project No. pk2202) as complete in accordance with plans and specifications with a total project cost of $876,363.51.

BACKGROUND/DISCUSSION
On October 10, 2022, City Council awarded the Westborough Park Pathways Project (CIP Project No. pk2202) to Suarez & Munoz Construction, Inc. of Hayward, California. The project work associated with this project was completed on June 9, 2023.
Westborough Park is located at 2350 Galway Drive at the intersection of Westborough Boulevard and Galway Drive in the Westborough neighborhood. The park amenities include tennis courts, a basketball court, a picnic shelter, two playgrounds, a recreation and preschool building, and a baseball field interconnected by an asphalt walking path system that extends approximately 3,500 linear feet. This pathway also connects to a network of common greens open space areas, known as “West Park.”
Through years of weathering and tree root intrusion, the integrity of this pathway had become compromised to the extent that a full paving project was determined to be the best course of action. City staff had previously performed patching jobs to mitigate some hazards, but patches are only temporary, and a more robust maintenance program was required.
The project saw the rehabilitation of all existing pathways at the upper portion of the park with full-depth replacement, new header board for the entire length of pathways, repair of eleven staircases with added handrails, and slurry sealing around the tennis courts.

The project saw the rehabilitation of all existing pathways at the upper portion of the park, new header board for the entire length of the pathways, repair of eleven staircases with added handrails, and slurry sealing around the tennis courts.
FISCAL IMPACT
This project was included in the City of South San Francisco’s Fiscal Year 2022-23 Capital Improvement Program and was approved by City Council on June 2, 2022, with a total project budget (construction costs plus soft costs) of $1,000,000. The project was completed for a total of $876,363.51.
RELATIONSHIP TO STRATEGIC PLAN
This effort is included in the City’s Strategic Plan. It aligns with Priority #2 by helping to create sustainable parks and open space areas, and under Priority #4 by enhancing public safety for the users of Westborough Park pathways.
CONCLUSION
Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor.
