Recommendation

Staff recommends that the City Council adopt a resolution awarding a minor construction contract for Centennial Trail access improvements under Project No. TR2413, approving a scope refinement, authorizing a total construction budget, approving Budget Amendment No. 26.052, and authorizing the City Manager to execute the Minor Construction Agreement and related documents.

BACKGROUND/DISCUSSION

Project TR2413 was originally established to improve bicycle and pedestrian connectivity near El Camino Real and 1st Street and to support future grant funding. As the In-N-Out development advanced, a portion of the original scope (primarily the signal improvements) was assumed by the private project, while the City completed the remaining studies.

 

Those studies and subsequent field review identified several localized pedestrian and bicycle access gaps at nearby street connections to the Centennial Trail. These locations show consistent public use through informal “desire paths” but lack durable, ADA-compliant infrastructure.

Staff recommends refining the project scope to address these access gaps through a single minor construction effort, incorporated into Project TR2413, to improve efficiency and coordination.

 

Bid Process and Results

The project was bid using an informal public works bidding process in accordance with City policy and State law. iDrill Engineering Inc of San Francisco, California was determined to be the lowest responsive and responsible bidder. The bid was reviewed and found to be competitive.

 

Although the base bid amount is within the City Manager’s delegated authority, staff is requesting City Council approval in conjunction with the scope refinement and the proposed total construction contract authority.

Engineers Estimate

The low bid is 12% lower than the Engineer’s Estimate. Staff reviewed the bid and found it competitive and not materially unbalanced. Staff is requesting approval of a total construction contract authority of $170,000, which includes contingency of approximately 20%.

 

CONSTRUCITON IMPACTS

Construction impacts will be localized and temporary. Work will be staged to minimize impacts to trail users, adjacent properties, and the public.

 

FISCAL IMPACT

Project TR2413 currently has a budget of $200,000, funded by Citywide Traffic Impact Fees. This budget covers construction of the trail connection and access improvements, as well as associated City staff costs for review and coordination of the design and construction of a future traffic signal at 1st Ave and El Camino Real that will be designed and constructed by a project developer (In-N-Out Burger). The additional trail connection and access improvements will require an additional $10,000 from the Citywide Traffic Impact Fees. Budget Amendment Number 26.052 reflects the refined project scope and construction approach, broken down according to the following table.

CONCLUSION

Staff recommends that the City Council adopt a resolution awarding a minor construction contract for Centennial Trail access improvements under Project No. TR2413, approving a scope refinement, authorizing a total construction budget, approving Budget Amendment Number 26.052, and authorizing the City Manager to execute the Minor Construction Agreement and related documents.
