Resolution approving and authorizing the City Manager or authorized designee to execute a consulting services agreement with BKF Engineers (formerly MNS Engineers, Inc.) for construction management and inspection services for the South San Francisco Bridge Repairs Project (st1703), as part of the Bridge Preventive Maintenance Program, in a base amount not to exceed $399,179.

WHEREAS, the City of South San Francisco (“City”) adopted the 2024-25 Capital Improvement Program (CIP), which includes Project No. st1703 for the SSF Bridge Repairs Project partially funded by the Highway Bridge Program (HBP) Grant; and
WHEREAS, the Project proposes rehabilitation repairs as identified in the Caltrans bridge inspection reports through the Bridge Preventive Maintenance Program (BPMP); and
WHEREAS, the Project requires construction management and inspection services during the construction phase; and
WHEREAS, staff advertised and received proposals on February 5, 2026, from nine (9) well-qualified, multi-disciplinary, and success oriented professional consulting firms offering all-inclusive services required for the Project; and
WHEREAS, after reviewing the proposals, staff invited three (3) consultant firms for interviews held on March 26, 2026; and
WHEREAS, the interview panel consisted of members from the City’s Public Works Department, comprised of the City’s Senior Civil Engineers; and
WHEREAS, the selection of consulting services is not based on the lowest bidder, but on the firm’s expertise, experience, and knowledge with similar BPMP projects; and
WHEREAS, staff recommends awarding the Consulting Services Agreement to BKF Engineers (formerly MNS Engineers, Inc., the entity that first responded to the City’s request for proposal) in an amount not to exceed $399,179.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of South San Francisco hereby approves a consulting services agreement with BKF Engineers (formerly MNS Engineers, Inc.), attached herewith as Exhibit A and incorporated herein, for multi-disciplinary consulting services for the Bridge Preventive Maintenance Program (Project No. st1703) in an amount not to exceed $399,179.
BE IT FURTHER RESOLVED that the City Council authorizes a total consultant services contract authority budget of $399,179 with a 10% contingency for a total of $439,096.90 and authorizes the City Manager, or authorized designee, to utilize unspent amounts of the total Project budget, if necessary, towards additional consultant contingency budget.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager or authorized designee to execute the consulting services agreement with BKF Engineers (formerly MNS Engineers, Inc.) in substantially the form as Exhibit A and take any other actions necessary to carry out the intent of this resolution that do not materially increase the City’s obligations on behalf of the City Council, and subject to approval as to form by the City Attorney.
