Recommendation
It is recommended that the City Council adopt the attached resolution accepting $7,750 from the State of California, Office of Traffic Safety (OTS) for the “Traffic Records Improvement Project” (TRIP) to be used for the purchase of software, service, and technical support and to amend the Police Department’s operating budget for Fiscal Year 2020-2021.

BACKGROUND/DISCUSSION
In January 2020, the Police Department submitted a grant application to the State of California, Office of Traffic Safety (OTS) for funding of software, service, and technical support for the “Traffic Records Improvement Project” (TRIP). The grant is administered by OTS with funding provided by the National Highway Traffic Safety Administration (NHTSA). This program will supplement normal police staffing for Traffic Records efforts.
The goal of the grant is to reduce the number of persons killed and injured in traffic collisions. The objective is to upgrade existing Police Department traffic collision reporting procedures in order to electronically export traffic collision reports to the California Highway Patrol.
Currently, the Police Department Records division manually processes hundreds of traffic collision reports per year by printing them on paper and mailing them to SWITRS via the United States Postal Service. This method is laborious, slow, and inefficient for both our agency and SWITRS. This delays the reporting and processing of valuable collision data.
The TRIP grant will allow for the purchase of software, service, and technical support from our records management provider (SunRidge Systems RIMS) to upgrade our existing system. This will allow for the electronic transfer of traffic collision reports and associated data directly to SWITRS. This will greatly improve speed and efficiency. As such, SWITRS will be able to process the collision reports and provide valuable statistics in a quicker and more efficient manner.
The grant application was approved by OTS in August 2020 and the Police Department was awarded a grant for $7,750. The operating period on the grant is from October 1, 2020 through September 30, 2021 (federal fiscal year).
FISCAL IMPACT
Budget Amendment 21.012 accepts $7,750 in grant funding for the purpose of purchasing software, service, and technical support. The funding source is the State of California, Office of Traffic Safety.
RELATIONSHIP TO STRATEGIC PLAN
Acceptance of this grant meets Strategic Goals #2 and #3 by rendering skilled police, fire, and emergency services management and providing a high quality of life for residents.
CONCLUSION
Adoption of this resolution will allow the City to accept $7,750 from the State of California, Office of Traffic Safety “Traffic Records Improvement Project” (TRIP) and amend the Police Department’s operating budget for Fiscal Year 2020-2021 by approving Budget Amendment 21.012.
