Resolution awarding a construction contract to Spektren Engineering, Inc. of Gilroy, California, for the Curb Ramps & Street Intersection Improvements Project (No. st2401, Bid No. 2705) in an amount not to exceed $412,907.54, for a total construction budget of $512,907.54, authorizing the City Manager to execute the agreement on behalf of the City, and approving associated Budget Amendment Number 26.043.

WHEREAS, the Curb Ramps & Street Intersection Improvements Project (“Project”) will address drainage and pedestrian access issues at multiple intersections in South San Francisco, CA; and
WHEREAS, the City issued a notice inviting bids for the project on September 23, 2025; and
WHEREAS, on October 29, 2025, the City received fourteen (14) bid proposals in response; and
WHEREAS, staff reviewed all bid proposals and identified that the lowest responsive and responsible bidder was Spektren Engineering, Inc. of Gilroy, California and provided competitive unit prices. Staff has verified the low bidder’s current contractor’s license with the California State Licensing Board and found it to be in good standing; and
WHEREAS, staff recommends awarding the construction contract to Spektren Engineering, Inc. of Gilroy, California in an amount not to exceed $412,907.54, which is the total for the base bid schedule; and
WHEREAS, staff also requests the City Council to authorize a construction contract budget of $412,907.54, with additional $100,000.00 for contingency, for a total construction budget of $512,907.54; and
WHEREAS, the Project is included in the City of South San Francisco’s FY 2023-2024 Capital Improvement Plan (Project. No. st2401); and
WHEREAS, this project is funded by Traffic Impact Fee (TIF) funds.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the Curb Ramps & Street Intersection Improvements Project to Spektren Engineering, Inc. of Gilroy, California, in an amount not to exceed $412,907.54 conditioned on the contractor’s timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsement, in accordance with the Project documents.
BE IT FURTHER RESOLVED the City Council authorizes a total construction budget of $512,907.54 and authorizes the City Manager to utilize unspent amount of the total project budget, if necessary, towards additional construction contingency budget.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by Spektren Engineering, Inc. of the signed contract and all other documents, subject to approval by the City Attorney.
BE IT FURTHER RESOLVED that the City Council approves Budget Amendment Number 26.043, which would amend the Fiscal Year 2023-2024 Capital Improvement Program adding a new allocation of $200,000 in Citywide Traffic Impact Fees (TIF) funds to CIP No. st2401.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the resolution and accompanying staff report.
