Resolution of the City Council of the City of South San Francisco authorizing the submittal of a funding request to the California Department of Resources Recycling and Recovery (CalRecycle) for Beverage Container Recycling funds allocated in the State of California’s fiscal year 2026-27 budget in the amount of $16,380 to support beverage container recycling programs in South San Francisco and authorizing the fiscal year 2026-27 revenue budget adjustment pursuant to Budget Amendment Number 27.020

WHEREAS, the Department of Resources Recycling and Recovery (CalRecycle) administers the Beverage Container Recycling City/County Payment Program pursuant to Public Resources Code Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act; and

WHEREAS, the purpose of this payment program is to support local beverage container recycling and litter-reduction activities and to assist the State in maintaining an 80 percent recycling rate for California Refund Value (CRV) beverage containers; and

WHEREAS, for fiscal year 2026-27, CalRecycle is distributing $10.5 million to eligible cities and counties, with allocation amounts based on January 1, 2026, population estimates; and

WHEREAS, the City of South San Francisco is eligible to receive $16,380 for fiscal year (FY) 2026-27 to support beverage container recycling activities; and

WHEREAS, since FY 2005-06, the City of South San Francisco has effectively utilized these funds to enhance recycling programs, including the installation of multi-stream collection receptacles in the downtown area, Brentwood Shopping Center, City parks, and near City facilities; and

WHEREAS, the City proposes to use the FY 2026-27 funds to support the City’s existing leased Bigbelly dual-stream waste and recycling units and provide recycling education and outreach materials; and

WHEREAS, in order to receive these funds, CalRecycle requires the City Council to adopt a resolution authorizing the submittal of a funding request and designating an authorized representative to execute documents necessary to administer the program; and

WHEREAS, upon receipt of the funds, the City’s Finance Department shall adjust the revenue budget for FY 2026-27, pursuant to Budget Amendment Number 27.020.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Manager or their designee is hereby authorized to submit a funding request to CalRecycle for Beverage Container Recycling funds allocated in the State of California’s FY 2026-27 budget in the amount of $16,380 to support beverage container recycling programs in South San Francisco.

BE IT FURTHER RESOLVED that the City Manager or their designee is authorized to execute all documents and amendments necessary to secure and expend the funds for eligible program purposes.

BE IT FURTHER RESOLVED that upon receipt of the funds, the City’s Finance Department is authorized to amend the FY 2026-27 revenue budget pursuant to Budget Amendment Number 27.020.
