RECOMMENDATION

Recommendation

It is recommended that the Parks and Recreation Commission, by motion, approve the co-sponsorship renewal agreement for the 2025-26 fiscal year for the San Mateo County Athletic Club - South San Francisco Chapter.

 

Body

BACKGROUND/DISCUSSION

The City has an established set of guidelines to regulate the use of City facilities by community groups. To qualify for reduced-cost use of parks amenities and facilities, groups must comply with the City’s Co-Sponsorship Agreement.

 

As the Commission is aware, co-sponsored groups are those organizations that are recreational in nature, bring people of like interests together, and provide opportunities for social exchange and development. Benefits of co-sponsorship include modest staff support, shared promotional materials, the ability to participate in Department events, and reduced cost of facility usage as available. Each group is required to have a membership and governing board consisting of no less than 51% South San Francisco residents.

 

To maintain the privileges associated with co-sponsored status, groups are required to submit an annual report which includes program, membership, and financial information based on the 2024 Calendar Year. Staff review the reports and prepare a summary and recommendation for the Parks and Recreation Commission.

 

Co-Sponsored Group Summary

 

1.                     San Mateo County Athletic Club - South San Francisco Chapter

Membership:                                          158 (60% South San Francisco residents)

 

The South San Francisco Chapter of the San Mateo County Athletic Club promotes affordable, accessible, and quality sports and recreational services to youth through competitive soccer play.  The San Mateo County Athletic Club board and teams are made up of a majority of South San Francisco residents keeping within the Department’s 51% resident requirement for co-sponsorship status.  The club’s league runs through both the spring and fall seasons and consists of weekly practices and 5-6 games.  The annual club membership fee varies by age group and team and range from $450 to $1,150 per player/per each season (spring and fall seasons), with the exact amount due for a child's team posted before the beginning of the season. SMC FC has become an SF Seals affiliate club member, rebranding the team’s names and uniforms providing a pathway for SMC FC to feed players into the SF Seals MLS NEXT program.

Pending Applications

Staff is continuing to communicate with the South San Francisco United Youth Soccer as they work towards a final packet submittal. Staff will present this group at the September 16, 2025 meeting.

 

Group Updates

Staff continue to meet with potential new co-sponsored groups and provide guidance on qualifications and how to apply. We were not able to add new groups in the 2024-25 fiscal year but remain hopeful to add additional groups in the upcoming 2025-26 fiscal year.

 

CONCLUSION

Staff have reviewed the co-sponsorship application and finds that the San Mateo County Athletic Club - South San Francisco Chapter qualifies for renewal. Groups approved by the Commission will be required to sign a contract with the City to officially maintain co-sponsorship status for the year. Staff would further like to recognize these groups for their volunteerism and for offering exceptional recreation and enrichment opportunities for our residents.
