Receive a progress update on the 2026 City Council Priorities Action Plan.

BACKGROUND/DISCUSSION

The City Council held their annual priority-setting workshop on January 24, 2026. Staff created an action plan based on those priorities and presented it to the City Council on April 8, 2026. The City Council adopted that plan and identified additional priorities for consideration. The amended action plan was approved on May 13, 2026.

The narrative below provides a brief status update on the action plan.

Major Focus Area: Housing and Supportive Services

Key Strategy	Encourage balanced housing supply (including rent & own, workforce)
Activity/Initiative	Select developer for 905 Linden for for-sale, affordable developer
Status Update	Habitat for Humanity Greater San Francisco has been selected. An exclusive negotiation rights agreement (ENRA) has been executed. During the coming year, Habitat will seek entitlements for 8-10 ownership units.

Activity/Initiative	Ownership: Zoning Text Amendment to allow accessory dwelling units (ADUs) to be sold separately from primary dwelling units.
Status Update	Ordinance is being developed for PC recommendation to CC for consideration of approval.

Activity/Initiative	Rental: Pursue Affordable Housing and Sustainable Communities (AHSC) Round 10 application for 1051 Mission Road.
Status Update	Application met threshold. Should have preliminary scoring from the Strategic Growth Council by September 2026, with awards published in December 2026.

Key Strategy	Continue Implementing the Anti-Displacement Plan
Activity/Initiative	Update relocation ordinance and increase access to legal services.
Status Update	Completed. Relocation ordinance amended April 2026.

Activity/Initiative	Hold tenant and landlord workshops to promote rental housing education.
Status Update	Held two tenant and landlord workshops in April and June 2026. Workshops were well received by the community and staff will plan more educational outreach events such as similar workshops.

Major Focus Area: Infrastructure and the Environment

Key Strategy	Address air quality in District 5
Activity/Initiative	Coordinate with Bay Area Air Quality Management District (BAAQMD) to get latest air quality data (2026 study) and compare to neighboring cities. Understand the pros and cons of being identified as a disadvantaged community pursuant to AB 617. Potentially pursue Prop 4 Climate Bond funds.
Status Update	Initial Review of Air Quality Data completed. City Council study session recommended for the future.

Key StrategyContinue enhancing bicycle infrastructure and building community bicycle culture
Activity/Initiative	Host a community-wide, family-friendly event for Bike Month in May 2026 to celebrate and build upon South San Francisco's bicycle culture.
Status Update	Completed. The Centennial Cruise was held on May 9, 2026.

Key StrategyEnforce the Mooring Ordinance
Activity/Initiative	Phase 2
Status Update	First Amendment to the Memorandum of Understanding (MOU) with the San Mateo County Harbor District (SMCHD) to be discussed at its Oyster Point Marina (OPM) Subcommittee on August 4. The SMCHD Board is expected to approve the MOU on August 19. A request for proposals (RFP) for salvage companies was issued in May 2026. Security cameras have been added to OPM. Materials have been procured for temporary storage of vessels at secure dock. Staff met with Bay Conservation Development Commission (BCDC) representatives to provide an update on the City's enforcement progress in June 2026.

Activity/Initiative	Study WestLight Energy (formerly known as Peninsula Clean Energy) model reach codes; assess economic feasibility.
Status Update	The City is prohibited from making modifications to the existing reach code adopted in 2021 due to the passage of AB 130. There are few exceptions allowed to amend any adopted reach code to affect renovations through June 1, 2031, and no new residential codes will be permitted during this period.

Major Focus Area: Modern and Sustainable Organization

Key StrategyEnsure financial sustainability (including revenue generation)
Activity/Initiative	Continue to work with consultants to establish Transportation Demand Management (TDM) penalty structure.
Status Update	Memo will be sent to the City Council in August 2026.

Activity/Initiative	ERP implementation
Status Update	Go Live pushed one month to allow for End to End testing to be completed in July 2026. Payroll Parallel testing starts in Aug with sign-off in September 2026. Go live October 23 for human capital management (HCM) and payroll timekeeping, November 1 for core financials.

Activity/Initiative	Implement the utility cut and heavy vehicle fees currently under development.
Status Update	Ongoing discussions with utility providers. Moving forward with heavy vehicle fees in 2026 Q4.

Activity/Initiative	VLF Communications Plan
Status Update	Coordinating with San Mateo County to message the impact of the VLF shortfall. Targeting a trailer bill in August 2026. Absent resolution, will support ongoing efforts for a long-term legislative fix in 2027.

Key StrategyLong-Term Fiscal Sustainability Plan
Activity/Initiative	Infrastructure Assessment
Status Update	PW provided all master plans (Americans with Disabilities Act Self-Evaluation and Transition Plan (ADA SETP), Pavement, Traffic Signals, Storm Drain, and Transportation). Updated Storm Drain Master Plan is in draft and being reviewed by the Public Works Director, who will prepare an executive summary available for all infrastructure master plans by the end of August 2026. ADA SETP: Award of contract on August 12; Targeting completion of scope of work by April 2027.

Activity/Initiative	Parks and Recreation Master Plan
Status Update	RFP for the master plan closed on July 15. Staff are reviewing proposals with a due date of July 30. Interviews to follow. Targeting award of contract in September. Process will take longer than 12 months.

Activity/Initiative	Facility Condition Assessment
Status Update	Estimating completion of scope of work by mid-October.

Activity/Initiative	Pension and Other Post-Employment Benefits (OPEB) liability analysis
Status Update	Pension trust report August 2026. OPEB trust has been in place for a long time, but reviewing OPEB analysis to evaluate healthcare options.

Activity/Initiative	Staffing Study
Status Update	RFP issued August 7 with start date anticipated October 1, phase one (public safety) to be completed by December, phase 2 by March 2027.

Status Update	Staff reviewing vendor proposals for new/revised survey to launch in November.

Activity/Initiative	Expansion of Expanded Learning Opportunities Program (ELOP)
Status Update	ELOP MOU with South San Francisco Unified School District (SSFUSD) accepted by the City Council in July 2026. Will begin in August 2026.

Activity/Initiative	Creation of the Childcare Construction Grant Program
Status Update	Met with San Mateo County 4Cs / Build Up San Mateo County. They are interested in serving as the grant administrator for the City. Staff is in the process of scope negotiation.

Activity/Initiative	Westborough Childcare Expansion
Status Update	Design completed. Project bid and awarded. Construction to start July/August 2026.

Key StrategyEngage with labor groups on Project Labor Agreements
Activity/Initiative	Staff has developed options for next steps on the requests for a PLA and prequalification ordinance.
Status Update	On July 8, 2026, the City Council directed staff to initiate an economic analysis of the possible impacts or building local capital improvement projects under project labor agreements, and to hire an outside negotiator and initiate negotiations on two capital improvement projects (Orange Memorial Park All Abilities Playground & Pump Station No. 4 Redundant Force Main). As of late July, staff has initiated both the economic analysis and hiring the outside negotiator.

Status Update	Revision of Title 20 of the South San Francisco Municipal Code (SSFMC) Section completed August 2026 for beekeeping regulations. Cannabis options and considerations anticipated in the coming months.

Activity/Initiative	Implement Vacant Storefronts Pilot Program
Status Update	No change from May 2026 - staff still working on plans to return to the City Council for future expansion of Launch Local! - expanding the program to work with private property owners and add more retail sites to the program’s portfolio.

Status Update	Under construction. Demolition is underway, with construction of new bypass road in progress.

Activity/Initiative	Complete visioning study and community engagement for future multi-modal improvements to El Camino Real
Status Update	This is complete. On July 8, 2026, the City Council directed staff to move the following alternatives forward to the Caltrans project development process as a part of the countywide Grand Boulevard Initiative: Alternative 2: Pedestrian & Bus Focus as the preferred alternative, and Alternative 1: Pedestrian Focus as the secondary alternative.

Activity/Initiative	Complete zoning study to look at retail supportive/friendly regulations along El Camino Real, in particular.
Status Update	No change from May 2026 - panel engaged and presentation to Planning Commission and/or City Council set for November 2026.

Activity/Initiative	City event to celebrate America 250
Status Update	4th of July event completed. Library update: Distributed over 500 free books to children and teens in Grand Avenue Library and via the Project Read Learning Wheels early literacy van. Over 1,000 people visited the interior and outside patio at Grand Avenue Library, participating in activities, picking up a free Summer Learning Challenge book, and checking out library books, DVDs, etc. America 250th celebrations continuing with City programs, including the upcoming 9/11 Ceremony hosted by Fire and Police.

Activity/Initiative	Continue to work with agency and non-profit partners including National Alliance on Mental Illness, South San Francisco Unified School District, North East Medical Services, San Mateo County Office of Aging and Adult Services, San Mateo County Office of Education, The Big Lift, San Mateo County Child Care Partnership, San Mateo County Health, California Community Care Licensing (Seniors and Childcare), California Library Literacy Services, Peninsula Library System, Familias Tomando Acción, South San Francisco Youth Commission, and others to provide essential community services to support policies and advance wellness and learning programs, Adult Day Care for medically frail seniors, affordable and high-quality childcare, recreation programs and library, literacy and STEAM programs for all ages that improve learning, civic involvement, economic and health outcomes.
Status Update	Library Department has added additional partners, including: • Amgen for quarterly special STEAM programs; • San Mateo Office of Sustainability for Fix-It Clinics; • API Legal Outreach for free legal consultations; • San Mateo County Historical Society for Victorian Days partnership; • San Mateo County Elections Office for continuing Vote Center services; • Magic Tooth Bus services; • Immigration Institute of the Bay Area (IIBA); • SMCo Family Connections programming; • Youth Empowerment Entrepreneurship & Employment (YEEE) program; • Asian Art Museum for year-round special programming.

Activity/Initiative	Promote, welcome, and celebrate volunteers
Status Update	In fiscal year 2025-26, the Library welcomed 156 volunteers, including 67 teen volunteers, totaling 8,383 volunteer hours, or 4.0 full-time equivalent (FTE), to library programs and services. CERT welcomed and trained 10 new members as part of its annual recruitment and training academy.

FISCAL IMPACT

Receiving the 2026 Priorities Action Plan progress update does not have any fiscal impact.

The progress update on the 2026 City Council Priorities Action Plan is in support of every Major Focus Area to ensure that staff monitors, tracks, and executes the City’s Council’s priorities.
